Project Description:
The applicant proposes to construct 65 townhouses on an 11.45 acre parcel which is currently developed with an unoccupied hospital building and sewage treatment plant. The existing structures are proposed to be removed.  NYSDEC regulated freshwater wetland #YC-4 exists at the northwestern corner of the property.  The townhouses are proposed to be located  beyond the jurisdiction of Article 24 (The Freshwater Wetlands Act).  An area of existing pavement on the northwest portion of the property which is located within Article 24 jurisdiction is proposed to be removed and replaced with vegetation.  The proposed project is located at 498 Smithtown By-Pass in the Town of Smithtown in Suffolk County, SCTM# 800-157-02-13, 46.2, 47, 51 & 53.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
