The Department has made a tentative determination to approve an application for an existing municipal wastewater treatment plant capable of providing treatment for 85 mgd primarily of residential wastewater. The plant has three package boilers rated 14.7 mmBtu/hr and burn #4 fuel oil; also a carbon absorption vessel for H2S odor control. The plant's sludge dewatering facility has two package boilers rated 16.8 mmBtu/hr capable of burning natural gas with #2 fuel oil as backup fuel; three methane abatement systems, four wet chemical scrubbers for the dewatering building air odor and two wet chemical scrubber/carbon absorber odor control systems for the centrate process.. The plant has two 3500 KW European Gas Turbine Generators; three 6" Varec waste gas burners to flare excessive sludge digester gas. The facility is limited to emit 22.5 tpy of NOx, VOC and HAP. The facility is subject to the provisions of State Facility specified under 6 NYCRR 201-7.2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.
