The applicant proposes to
undertake a project to correct a problem with the plugging of a
road culvert, (4ft. x 2 ft. box culvert) on State Route 427 at Marker 6201.1060, which
has resulted in flooding of the roadway. The culvert is associated with an intermittent
unnamed stream, which has a NYS Surface Water Classification of Class C. Erosion
within the drainage basin and the presence of steep slopes immediately upstream of the
culvert location combined with a change to relatively flat terrain at the road way and
downstream from culvert, where no distinct channel exists, has resulted in the
accumulation of eroded sediments and the blockage of the culvert. To correct the
problem, the applicant proposes to install a new larger box culvert (6 ft. x 2.5 ft.) which
will be repositioned to improve alignment with upstream stream channel and grade.
Stream channel modifications will be employed to reduce stream erosion, to protect the
new culvert, to allow improved passage of stream flow and to stabilize a defined
channel. Stream channel modifications upstream of the new culvert will consist of minor
realignment of less than 100 ft of stream channel and the placement of heavy stone fill
along 114 ft of stream channel. Downstream from the new culvert to the downstream
railroad culvert, a new 323 ft. long stream channel will be constructed. Heavy stone fill
will line the first 120 ft of the channel downstream of the culvert, followed by 33 ft. of
channel lined with medium stone fill and the last 170 ft of the new channel would be
grass covered naturally occurring material. In total, the applicant estimates the project
will result in excavation of 1420 cubic yards of material and the addition 384 cubic yards
of rock fill below the ordinary high water elevation of the stream. The applicant will be
required to employ sediment and erosion control measures to prevent the contravention of
the surface water quality standards applicable to Class C waters of New York State.

Lake with the aquatic herbicide Reward. The application is intended to control curly-leaf

surface/acre. A maximum of 10 gallons will be allowed. The treatment is also being
