The applicant proposes to
develop and operate a 25.1 acre limestone mine on a 97.5 acre
parcel owned by Steven J. Hall, 3128 NY-12E, Cape Vincent, New York 13618. The site
is located approximately 300' north of NYS Route 12E, 175' west of County Route 4, and
3.25 miles east of the Village of Cape Vincent. Blasting will take place two to three
times a year to facilitate excavation. The material will be used for local highway projects
and the life of mine is anticipated to be for a period of approximately six years.

The applicant proposes to
expand an existing 62.9 acre life of mine sand and gravel
operation to include an additional 26.35 acres and to modify the current mine processing
to include the mining of limestone. This will result in a new life of mine of 89.35 acres.
The site is located on a 130.8 parcel owned by the applicant, and located 2,000' east of
CR 47, 4,700' south of Pennock Road, and 1.9 miles south of of Great Bend. It is
expected that blasting will take place two to three times a year to facilitate excavation.
On-site processing is proposed, with crushing and screening equipment. Final
reclamation plans include an 89 acre lake and upland open space.

The applicant proposes to
construct an access across regulated freshwater wetland RF-7, a
5404 acre Class I wetland. The site is located near the southern end of the wetland on
Barter Creek, approximately 0.5 miles northeast of the hamlet of Dekalb. A 36' long x 6'
wide wooden bridge would be used to cross Barter Creek and the remaining wetland
crossing of approximately 130' would consist of a 6' wide trail on a geotextile base with
gravel fill and logs along the edge to contain the trail material. The trail would allow
access to a large portion of the applicants property, currently isolated.
