Tioga County - The New York State Department of Environmental Conservation, as lead agency, has determined that the proposed Drilling Permit Application for Fortuna Energy, Inc. Proposed Winter G1 Natural Gas Well Located within Tioga County Agricultural District #01 will not have a significant adverse environmental impact. The action involves drilling a natural gas well in the Town of Spencer, Tioga County located within Tioga County Agricultural District #01. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the Department. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 197,500 square feet or approximately 4.5 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 67,000 square feet or approximately 1.54 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located on G. Winter property approximately 2400 feet south of Shaw Road, 400 feet east of Tyler Hollow and 2015 feet west of Hagadorn Hill. The project is located in the Town of Spencer.

Tompkins County - The Town of Ithaca Town Board, as lead agency, has determined that the proposed Rezoning – Enactment of a Local Law to Amend Chapter 270 of Ithaca Code, Titled “Zoning” and associated map will not have a significant adverse environmental impact. The action involves the enactment by the Town of Ithaca Town Board of a local law that would amend the Town of Ithaca Zoning Ordinance and Map to rezone certain lands along and west of Taughannock Boulevard from Low Density Residential to Conservation Zone. The area identified for re-zoning is considered environmentally sensitive and includes natural and scenic resources considered to be of significance to the community as indicated in the Town’s Park, Recreation, and Open Space Plan (1997) and Comprehensive Plan (1993), and as summarized in the Town of Ithaca Planning Department draft report entitled “Indian Creek Gorge & Lake Slopes Unique Natural Area – It’s Significant Natural Features and Need for Protection (12/2/05). The Town seeks to minimize environmental impacts to this area from future development by reducing residential densities and encouraging sensitive land use. The Conservation Zone provides a mechanism to achieve this goal by minimizing development to one house per seven acres, and providing additional protective measures and guidelines as outlined in Article V. of the Town of Ithaca Code. The rezoning affects approximately 276 acres of mostly undeveloped land along and west of Taughannock Boulevard (State Route 89).

Tompkins County - The Town of Ithaca Planning Board, as lead agency, has determined that the proposed Biggs Building Demolition will not have a significant adverse environmental impact. The action involves Site Plan Approval for the proposed demolition of the Biggs Building located at 301 Harris B. Dates Drive, Town of Ithaca Tax Parcel No.’s 24-3-2.24 and 24-3-2.21, Planned Development Zone No. 3 and Low Density Residential Zone. The proposal involves removing the entire building consisting of 67,000 +/- square feet on multiple floors and demolition of some existing site improvements such as driveways, walks, curbs, and lighting. The site will be graded and landscaped as lawn and meadow. The project also includes disposing of some of the hard fill on an adjacent property owned by the Cayuga Medical Center, which will be covered and seeded as meadow. Cayuga Medical Center at Ithaca is the current owner and applicant; Peter J. Trowbridge, Trowbridge & Wolf, LLP, is the agent for this application. The project is located at 301 Harris B. Dates Drive, Town of Ithaca, NY.
