Suit-Kote Corporation
(Polkville Crushed Stone) proposed a five-year expansion project
in February 2004 to increase the capacity of the existing asphalt storage facility located at
US Route 11, Polkville, NY 13101, Town of Cortlandville, Cortland County.
The expansion,
both completed and proposed, that is part of this proposal includes the
construction of a new containment area, one (1) 6,000,000 gallon capacity asphalt storage
tank, four (4) 211,000 gallon polymer modified asphalt storage tanks, two (2) 94,000
gallon polymer modified concentrate asphalt storage tanks, one (1) 20,000 gallon asphalt
pre-heat tank, one (1) 25,000 gallon asphalt pre-heat tank, four (4) future 1,500,000
gallon asphalt storage tanks, one (1) hot oil heater, two (2) each 20,000 gallon fuel tanks
with steel containment (@ 24,000 gallons capacity), one (1) 1,500 gallon wetting tank
(for mixing SBS co-polymer with asphalt), various pumps, interconnecting plumbing,
controls, one (1) control building, one (1) polymer storage building, and one (1) new
loading rack.
The processes
consist of the blending of various grades of asphalt to make another grade
of asphalt or to modify asphalt using SBS copolymer (CAS 9003-55-8).
The Department
has prepared draft permits pursuant to Article 17 (State Pollutant
Discharge Elimination System) (SPDES) and Article 19 (Air Pollution Control) of the
NYS Environmental Conservation Law and has made a tentative decision to approve
applications for modifications to the SPDES and Air State Facility Permits.
The purpose
of the Air State Facility permit modification is to include additional asphalt
storage tanks, polymer asphalt process tanks, truck loading rack, oil fired hot oil heater,
and carbon adsorption vapor control units to the facility’s existing Air State Facility
Permit.
Suit -Kote Corporation's
POLKVILLE CRUSHED STONE facility in Cortlandville will
consist of (a) wet mining operation, including crushing and screening processes, (b)
liquid asphalt bulk storage tanks and loading terminal, (c) Barber Greene hot mix asphalt
concrete plant, (d) Cedar Rapids batch mix asphalt concrete plant, (e) ERI pug mill and
screen, (f) steam boiler and oil fired hot oil heater for heating bulk asphalt storage tanks
and railcars, (g) truck loading racks and (h) polymer modified asphalt production.
Emissions from the hot mix and batch mix asphalt concrete plants are controlled by fabric
filter (baghouse) collectors. Emissions from storage tanks, loading racks and polymer
asphalt production are controlled by carbon adsorption units.
This permit
continues previously established facility-wide federally enforceable
emission caps to keep the facility below the following major source thresholds: (a) 50 tpy
Volatile Organic Compounds (VOC); (b) 25 tpy aggregate Hazardous Air Pollutants
(HAP); (c) 10 tpy individual HAP; (d) 100 tpy carbon monoxide and (e) 100 tpy
particulate matter (PM). By continuing these "caps", the facility's potential to emit
(PTE)
remains below the applicability thresholds of the following regulations: 6 NYCRR Part
201-6 (Title V permitting), 6 NYCRR Part 212.10 (VOC RACT), and 40 CFR 52.21,
Prevention of Significant Deterioration (PSD).
In addition
to the facility-wide caps, emissions from the Barber Greene and Cedar
Rapids hot mix asphalt plants are regulated by 40 CFR 60, NSPS Subpart I and 6
NYCRR Part 212. Emissions from the ERI pug mill and screen, loading racks, storage
tanks, and polymer asphalt production are regulated by 6 NYCRR Part 212. Emissions
from the steam boiler and oil fired hot oil heater are regulated by 40 CFR 60, NSPS
Subpart Dc.
The purpose
of the SPDES permit modification would be to authorize the discharge of
stormwater from the additional stormwater retention basins through an oil and water
separator to the Tioghnioga River, a Class B waterbody.
