Project Description:
The Department has received an application from Jeffords Steel, a company that applies coatings to fabricated steel products, for modifications to their Air State facility permit involving changes to the emissions cap that limits emissions below the threshold of a major Title V facility.The modifications include improvements to the method of calculating emissions based on the quantity of each coating and its composition. The emissions of Volatile Organic Compounds and Hazardous Air Pollutants will be calculated monthly. The annual emission limits for the facility have been lowered and set at less than 80% of the thresholds for major facilities subject to federal Title V regulations.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
Proposed reconstruction of an existing impoundment structure to maintain a pond, located in Freshwater Wetland N-8 (class I) and tributary of Stony Creek (class A(T)). The existing pond and adjacent open space areas are proposed to be dedicated to the Town of Clifton Park, as part of the 21 lot Oronacah Farms Residential Subdivision.  The project is located on the east side of Vischers Ferry Road, 0.8 mile north of Grooms Road, Town of Clifton Park.

Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:

State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant has proposed the establishment of a new hard rock quarry, totaling +/-6.9 Life of Mine (LOM) acres, located within a +/-30.6-acre contiguous parcel owned by Mark Fredette. The site is located on the west side of US Route 4, directly across from Ryder Road. Approximately 4.6 acres of this area has already been affected by mining, stripping and the stockpiling of overburden. The mine will operate as a single-phase traditional surface opening extraction of consolidated rock by means of drilling, blasting and mechanical excavating, standard for this type of mining operation.  The rock is expected to be mined from above the water table. The rock will be processed by hand to produce stone blocks, and by mechanical crushing and screening to produce construction aggregates. Stone will be trucked off site for sorting, storing and packing. The expected mineral removal is stated as 140,000 cubic yards over a period of 5 years. Application materials are available for public review and comment at the NYS DEC Regional Sub-Office in Warrensburg.

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
