|
The applicant proposes reconstruction
of paths and nature trails on the east and west sides
of the park to allow handicapped and emergency vehicle access. Main paths will be paved
with asphalt. Secondary paths will be paved with stone screenings. Stone swales along
paved paths and stone hillside drainage structures will provide erosion control. Invasive
plant species adjacent to trails will be removed and replaces with native plant species.
Portions of the project site are located within NYSDEC regulated Freshwater Wetlands
Adjacent Area. The project site is located at East 33rd street and Seton Avenue, Bronx.

The applicant proposes to
construct a new box culvert and outfall to discharge stormwater
runoff from Exterior Street into the Harlem River. The new outfall is part of the proposed
replacement of the existing drainage system beneath Exterior Street. Construction of the
outfall will require a total of 1,330 square feet and 175 cubic yards of excavation below
mean high water. Approximately 1,460 square feet of rip-rap will be placed to create an
outfall protection apron. The project site is located approximately 1,000 feet west of the
intersection of River Avenue and 151st Street.

The applicant proposes to
construct sanitary and stormwater management systems in the
Mill Creek Watershed. The proposed work includes installation of approximately 8.4
miles of gravity flow sanitary sewer lines which do not require wetland crossings. The
sewer lines will connect to the Hylan Boulevard interceptor which connects to the
Oakwood beach Water Pollution Control Plant. The proposed stormwater management
plan consists of installation storm sewers in mapped City streets to convey stormwater
runoff into controlled storm outlets that connect to streams and ponds. Six Best
Management Practices (BMP's) are proposed in the Mill Creek watershed and two outlets
to the Arthur Kill. BMP MC-1 located West of Amboy road south of SIRT line, MC-2
located east of Richmond valley road/Weiner Street intersection and north of SIRT line,
MC-3 located east of Page Avenue Bridge over Mill Creek and south of SIRT line, MC-4
located east of Page Avenue, south of Richmond Valley Road and north of Mill Creek,
MC-5 located along Amboy road where culvert passes over Mill Creek tributary, MC-6
located east of Kent Avenue / north of Englewood. In addition to the BMP's storm water
outlets are proposed at the end of Allentown Lane and Richmond Valley Road to the
water of the Arthur Kill.
