Project Description: Caithness Long Island LLC (Caithness) proposes to construct and operate the Caithness Long Island Energy Center which is a nominal 346 megawatt (MW), dual fuel, combined-cycle electric generating station consisting of one Siemens Westinghouse Power Corporation 501F combustion turbine generator (CTG), a heat recovery steam generator equipped with natural gas-fired duct burners, and a single steam turbine. Emissions from the combustion turbine will exhaust through a single 170-foot stack. The project will be located on a 15 acre site within an approximately 96 acre parcel located at the terminus of Zorn Boulevard, south of exit 66 on the Long Island Expressway (LIE), in the Town of Brookhaven, Suffolk County.
Purpose of Notice: The Applicant has filed individual applications seeking the issuance of a preconstruction state facility air pollution control permit, a Title IV - Phase II Acid Rain permit, and a State Pollutant Discharge Elimination System (SPDES) permit. Pursuant to 6 NYCRR Subpart 231-2.4.(b) the applicant is also required to obtain emissions offsets in the form of emission reduction credits (ERCs) for VOCs and NOx since the project is to be located in an Ozone nonattainment area.
A Notice of Complete Application for this project, which indicated ERCs were required, was originally published in the Environmental Notice Bulletin (ENB) on January 11, 2006. A legislative public hearing for the receipt of public comments on the application was held at 7:00 PM on February 1, 2006.
Pursuant to 6 NYCRR, Subpart 231-2.10, the Department is hereby providing notice that Caithness is proposing to use ERCs to offset potential emissions from its Caithness Long Island Energy Center Project. The amount of emission reduction credits needed for this project are: VOC - 82 tpy, and NOX - 118 tpy. The ERCs to be used have been supplied from the following sources:
JP Morgan Ventures Energy - Oxides of Nitrogen (NOx): 118 tons per year (tpy)

Suffolk County - The Planning Board of the Town of Brookhaven, as lead agency, has determined that the proposed Heritage Square at East Moriches may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a assisted living facility with Sewage Treatment Plant. The project is located W/S E. Morchies-Riverhead Road.

Suffolk County - The Town of Huntington Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Housing Help, Inc. Proposed Development of Matinecock Court [Site Plan]. A public hearing on the Draft EIS will be held on May 10, 2006 at 7:30 p.m. at the Huntington Town Hall, 100 Main Street, Huntington, New York. Public comment period ends May 26, 2006. The action involves construction of 155 multi-family housing units on a 14.574 acre parcel located within a R-3M Residence district containing no garages or driveways and including a superintendentís apartment. Playground areas, an on-site community building, sewage treatment plant (STP-within the northern portion of the site), recharge basin (within the northwestern portion of the site), and parking for 334 vehicles will also be provided. Public water is to be provided by the Suffolk County Water Authority.
The subject property is located within Town designated open space identified on the Town Open Space Index as OSI # NE-27. The proposal will result in the physical alteration of more than 2Ĺ acres. Pursuant to SEQRA sections 617.12(b)(5)(ii) and 617.12(b)(10), [old SEQRA sections 617.12(b)(5)(ii) and 617.12(b)(10)], said action is Classified Type I. The Planning Board as Lead Agency issued a Positive Declaration determination of significance for said action via a July 12, 1995 resolution. The project site is located on the northwest corner of Pulaski Road (CR 11) and Elwood Road (CR 10) in East Northport, within the Town of Huntington, indicated as parcel 0400-114-04-007 on the Suffolk County Tax Map.
