The Department has made
a tentative determination to approve an application for an
existing drum mix asphalt plant. The asphalt plant takes deliveries of virgin stone
products, washed products, virgin sand, and asphalt cement which is used in making the
asphalt. In addition, the plant takes deliveries of fuel oil to operate the combustion
sources. The applicant proposes to limit the production of asphalt at the facility to less
than 400,000 tpy in order to cap out of Title V requirements. The facility will maintain
oxides of nitrogen emissions below 22.5 tons per year. The application, draft permit,
relevant supporting materials and regulations are available for review during normal
business hours at the DEC office provided in this notice. Comments of support or
objection may be made by filing a written statement by the deadline date indicated. DEC
may schedule a public hearing based upon an evaluation of the nature and scope of any
written objections raised. Hearing notices will contain instructions on filing for party
status and submitting comments.
