The applicant proposes to
renew and modify the current permit for the Sing Sing Road
sand and gravel mine. The modification will add 15.4 acres of sand and gravel reserves
to the currently permitted 27.0 acre life-of-mine (LOM) area, and include provisions to
modify the reclamation plan for the 27 acres currently affected by mining. Mining in the
expansion area will continue as a surface excavation of the Howard series of gravelly silt
loam which is the predominate soil type on the site. Mining and processing will be done
utilizing the mechanical and hydraulic equipment currently in use on the site. Mining in
the expansion area will be a continuation of activities previously reviewed and approved
for this mine. No changes to the rate of mining, processing of excavated material, hours
of operation, truck traffic or other aspects of the operation are proposed by this
modification. Final reclamation in the expansion area will return the site to graded, re-vegetated
open space. The modified reclamation plan for the existing mine will change
the proposed final land use from agricultural to re-vegetated open space, and allow for a
final mine floor elevation to be established at +/-948 feet AMSL. The mine site is south
of Sing Sing Road at the Barnes Hill Road intersection.

average 78,000 gallons per day for use in a new distribution system by the installation of
two 170 gallon per minute wells. This project includes the installation of 9,900 linear
feet of 12 inch water main, 30,100 linear feet of 8 inch water main and 400 linear feet of
2 inch watermain and appurtenances to serve 272 units. The Department has made a
tentative determination to approve this application. As a tentative determination, the
Department is seeking public comments prior to making a final decision on permit
issuance.

Corning Inc has submitted an application
to renew its current Title V Facility Permit for
its Erwin Manufacturing Complex, located on Addison - South Hamilton Road in the
Town of Erwin. The facility manufactures ceramic filter substrates for catalytic emission
control units for gasoline and diesel engines. The facility meets the definition of a Major
Source in 6 NYCRR Part 201-2.1(b)(21), and is subject to Part 201-6 requirements for a
Title V Facility Permit due to potential emissions of particulate matter (PM), particulates
smaller than 10 microns (PM-10), carbon monoxide (CO), and oxides of nitrogen (NOx)
in excess of 100 tons per year each, and volatile organic compounds (VOC) in excess of
50 tons per year.
Facility Emission Units include:
C U-00001,
venting two automotive ceramic filter production lines;
C U-00002,
venting diesel ceramic filter production operations;
C U-00004,
venting older automotive ceramic production operations not included in
Emission Unit U-00001; and
C U-00005,
venting processes which may alternate between exempt research and
development operations, and non-exempt production operations.
The renewal proposed is based on the current
Title V permit, last modified February 7,
2006. Proposed changes from the current permit include:

facility-wide emissions limit on Hazardous Air Pollutants (HAP) - Corning has
proposed restrictions on operations that will limit emissions of hydrogen chloride to
9.9 tons per year, and total emissions of all HAP combined to 24.9 tons per year,
below the 40 CFR Part 63 Maximum Achievable Control Technology (MACT)
applicability thresholds of 10 tons per year for any individual HAP and 25 tons per
year for all HAP combined.

Compliance Assurance Monitoring (CAM) Plan, in accordance with 40 CFR Part
64 requirements, and;

to emission point locations at the facility.
Besides the restriction on HAP emissions,
potential emissions from the facility will be
