The applicant proposes to
renew and modify the permit and Mined Land Use Plan for the
existing Seven Springs sand and gravel mine. The modification would add 2.2 acres of
aggregate reserves to the currently permitted 36.4 acre life-of-mine area. Mining in the
additional acreage will continue as a surface excavation of the Palmyra series of gravelly
loam which is the predominate soil type on the site. Mining and processing will be done
utilizing the mechanical and hydraulic equipment currently in use on the site, and will be
a continuation of activities previously reviewed and approved for this mine. No changes
to the rate of mining, processing of excavated material, hours of operation, truck traffic or
other aspects of the operation are proposed by this modification. Final reclamation in the
expansion area will return the site to graded, re-vegetated open space.

modify an existing 27.4 acre surface sand and gravel mine by
the addition of 43.4 acres to the life of mine for the facility. The existing mine is a
traditional surface extraction of sand and gravel, material is screened and crushed on site;
no significant changes are proposed to the mine's operation. Mining is not proposed
below the water table and final reclamation will restore the site to agricultural use. The
mine is located on Sand Hill Road in the Town of Mt. Morris.
