As part of an Adironack
Park Agency directed wetland mitigation project, the applicant
proposes to enhance a previously channelized tributary of Raquette Pond/Tupper Lake.
The easterly bank of a 500 foot section of the channel will be excavated, widened by up
to 60 feet, reconfigured, sculpted and planted to create diversity in terms of depth, width,
structure, substrate, and vegetation. Existing culverts will be replaced and reoriented.
Banks will be stabilized and restored with a variety of native grasses and shrubs. The
project will (when other local plans are developed) improve stream hydraulics, recreation
opportunities, aesthetics, and fish and wildlife habitat.
The project is located on
the old railroad bed, north of Pleasant Avenue, in the town of
Tupper Lake, Franklin County.

The proposal has been minimized to result in no wetland impact. For vehicular safety

establishment of the subdivision entrance. The site is located on Middle Grove Road

The Department has made
a tentative determination to approve a new State Pollutant
Discharge Elimination System (SPDES) permit pursuant to Article 17 of the
Environmental Conservation Law for an existing discharge of a maximum of 400,000
gallons per day of treated groundwater and stormwater to the Glens Falls Feeder Canal, a
Class C waterbody. The discharge originates as stormwater and groundwater inflow to
the Jointa Galusha LLC Lime Quarry located at 209 Warren Street in the Town of Glens
Falls. This tentative determination indicates that the regulated discharge satisfies the
regulatory standards for permit issuance, based on current information available to the
Department. The application and draft SPDES permit (NY-0265489) can be reviewed by
making an appointment with the contact person identified in this notice.
