Project Description:
The applicant proposes to operate a 8.5 acre Life of Mine, sand and gravel mine on a 181.4 acre parcel of land removing approximately 410,000 tons of material over the life of the mining operation.  The operation will also include the use of a portable dry screener.  The mining operation is anticipated to generate an average of four (4) and a maximum of nine (9) truck trips per day.  The site is located on the west side of Verbeck Avenue, approximately 3/4 mile north of the Rensselaer County Route 125 intersection. State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than May 5 2006.

The applicant proposes to apply the aquatic herbicide fluridone (Sonar AS) to control Eurasian Milfoil and Curly Leaf Pond Weed, and if needed, the application of the aquatic algaecide copper sulfate to Collins Lake for algae control as part of its overall plan to remove invasive species and ultimately improve water quality to the lake.
