approximately 14,400 square feet of gravel drive on an area currently lawn; placement of
approximately 3700 square feet of asphalt on existing dirt drive; installation of Stormtech
subsurface stormwater detention chambers and associated surface outlets; and planting of
wetland shrubs with installation of split-rail fence to prevent further impact to wetland.

The applicant proposes to
stock 485 sterile triploid grass carp (TGC) within Lake Tonetta
for the control of nuisance aquatic vegetation growing within the 73 acre lake. The
northern portion of the lake is mapped as State-designated Freshwater Wetland BR-15
(Class II). Approximately 48 acres of the lake are overgrown with nuisance aquatic
vegetation, which interferes with the recreational use of the lake. To prevent TGC from
migrating from the lake into non-target water bodies, a fish barrier is also proposed to be
constructed within the lake approximately 15 feet upstream of the existing Lake Tonetta
dam. The barrier would be approximately 30 feet long and extend above the normal pool
elevation of the lake by approximately 2-1/2 feet. The bottom of the barrier would be
anchored with stone rip-rap.

construction of a 264-unit apartment complex, the Laurels at Fallsburgh, on a 25.9-acre
parcel. The project will disturb approximately 130 linear feet of the stream and also
includes the construction of two rip-rap outfalls to the stream from stormwater detention
facilities and construction of a footbridge over the stream. The project is located south of
the intersection of Elm Drive and Park Place in the Town of Fallsburg, Sullivan County.

The Department has made
a tentative determination to issue this SPDES permit for the
subsurface discharge of up to 18,840 gallons of wastewater per day (GPD). The project
involves the rehabilitation of an existing subsurface disposal system previously
constructed designed to discharge up to 30,000 GPD. The project site is located on the
north side of Briggs Highway (Ulster Co. Rte. 53), just west of the intersection with Frog
Hollow Road. The existing leach fields will remain in place whileseveral sewage system
components (e.g., tanks and lines) are upgraded. A draft SPDES permit has been
prepared and can be made avaiable for review at the DEC Region 3 Office by contacting
the DEC staff listed below.
