Notice is hereby given, pursuant to Section 49-0305(9) of the Environmental Conservation Law, of the Department's intent to acquire a Conservation Easement from the Adirondack Land Trust, over certain lands located in the Town of Colton, St. Lawrence County and Town of Long Lake, Hamilton County, New York.

Project Description:The project is a three lot subdivision involving three tax parcels with no new land use or development proposed. Tax map designation 53.02-1-29.2 will be subdivided to create a vacant 3.7 acre lot (Lot 1A) of which 3.0 acres is located in a Resource Management land use area while 0.7 acres is located in a Hamlet land use area, and a 16 acre lot (Lot 1B). Tax map designation 53.02-1-30 will be subdivided to create a 15.7 acre lot (Lot 2B) and a 2.5 acre lot (Lot 2A). Lots 1B and 2B will be merged with tax map designation 53.02-1-31.2, a 10.1 acre lot, to create a 43.3 acre vacant parcel (Lot 3) with no principal building rights. Lot 2A is improved by a circa 1980 single family dwelling (authorized by Agency permit P77-63R). Lot 1A will have one principal building right and has been previously determined to be suitable for the construction of one single family dwelling pursuant to Agency Permit 2000-279; a project which was never undertaken. This lot will be purchased by the owner of adjoining tax map designation 53.02-1-10.2.

Project Title: Subdivision of North Meadow Ranch

Location: NYS Route 73, Town of North Elba, Essex County

Project Description: The project is the subdivision of 604 acres into 6 lots, ranging in size from 14 acres to 280 acres. The applicants propose that lots 1 and 2 may be re-subdivided one additional time at some point in the future. A maximum of two principal buildings/single family dwellings will be allowed on Lot 1 and a maximum of four principal buildings/single family dwellings will be allowed on Lot 2 (i.e., 1 existing and 3 additional). There are four existing structures on Lot 1, including a single family dwelling, two rental cabins both greater than 300 sq. feet in size and a horse barn with an apartment in it. There was also a motel on Lot 1 that was recently removed from the site. There is an existing single family dwelling and accessory use structures on Lot 2. Lots 3, 4 and 5 are vacant parcels proposed for the construction of one new single family dwelling and associated accessory use structures. Lots 3, 4 and 5 will be restricted from further subdivision. Access to lots 1 and 2 is directly from Route 73 by existing driveways. Access to lots 3, 4 and 5 will be from an existing private road known as Coyote Way. Lots 3 and 5 will have an easement across Lot 4 for ingress and egress and for utility installations. Lot 6, a 280 acre parcel, is proposed to be conveyed to the Adirondack Land Trust for future conveyance to the People of the State of New York for inclusion in the Forest Preserve.

Project Title: Trails End Enterprises, Inc.

Location: south side of County Route 26 in the Town of Franklin

Comment Period Ends: 4/13/06

Project Description: The action involves a sixteen lot subdivision of a 657.2 acre tract of land. Lot 1, a 7.93 acre parcel, is to be conveyed as a non-building lot to an adjoining landowner. Lots 2 through 14, which range in size from 11.55 to 69.6 acres, are to be conveyed for the purpose of constructing one single family dwelling on each lot to be served by on-site wastewater treatment and water supply facilities. Lot 15, a 335.53 acre parcel is to be retained by the applicant. No new land use or development or further subdivision of Lot 15 is proposed or planned. An unnumbered lot containing a proposed subdivision access road is to either be conveyed to the Town of Franklin as a public road or be retained by a homeowners association as a private road. Utilities are to be buried in a 15-foot wide easement which will parallel the subdivision access road right-of-way.


Negative Declaration

Saratoga County - The Clifton Park Water Authority, as lead agency, has determined that the proposed Rexford Water District Interconnect will not have a significant adverse environmental impact. The action involves the construction and installation of a 250 square foot booster pump station and approximately 7,700 feet of 6- to 12-inch water main on the north side of NYS Route 146 between Waite Road and Nott Street in the Town of Clifton Park, Saratoga County. The main will be installed within the existing road right-of-way of Route 146 and acquired easements. Service laterals from the water main to the individual property lines will generally be 1-inch lines. Homeowners will be responsible for installing their service line from the property line into the home. Hydrants will be installed for fire protection along the proposed route. The project is located on NYS Route 146, Town of Clifton Park, Saratoga County, NY.

Washington County - The Board of Trustees of the Village of Hudson Falls, as lead agency, have determined that the Local Law No. 1 of 2006 will not have a significant adverse environmental impact. The action involves a comprehensive revision to the entire Zoning Law of the Village of Hudson Falls and replaces Chapter 215 of the Village Code in its entirety.
