Negative Declaration

Albany County - The City of Albany Common Council, as lead agency, has determined that the proposed BBL Construction Services, LLC c/o Hershberg & Hershberg Site Plan Approval will not have a significant adverse environmental impact. The action involves BBL Construction Services, LLC c/o Hershberg & Hershberg regarding the 6.4-acre parcel located at 281 Hackett Boulevard seeking Site Plan Approval to allow for the construction of a 1147 ± space three-story parking deck over the existing parking lot and restripe the lot maintaining 671 ± parking spaces on the ground surface so that total parking on site will be 1818 ± parking spaces, a net increase of 1181 parking spaces. These parking spaces will meet the needs of St. Peter's Hospital which will take title to the parcel and garage upon completion of construction. The property is located in a C-O Commercial Office zoning district. The site in question is located on the north side of Hackett Boulevard between S. Manning Boulevard and Weis Road. The project is located at 281 Hackett Boulevard, City of Albany, Albany County.

Montgomery County - The Town Board Town of Amsterdam, as lead agency, has determined that the proposed Amendment to the Town of Amsterdam Zoning Ordinance, modifying the Personal Wireless Service will not have a significant adverse environmental impact. The action involves the Town of Amsterdam amending the Town of Amsterdam Zoning Ordinance by modifying the Personal Wireless Facilities Overlay District. The amendments expand the overlay district to include the Agricultural Zoning District and all property currently used by communications towers, public utilities and governmental agencies. The amendment reduces the setbacks to property lines, highly encourages co-location on existing PWSFs and other tall structures, and does not permit speculative towers. It also adds requirements for a Visual Impact Analysis, intermunicipal and neighbor notification, and an escrow account for expert engineering. The project is located in the Town of Amsterdam, Montgomery County, New York.
