This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control)
of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Crowley Foods, 20700 State Route 411, Lafargeville,
NY, 13656-0141.
The Department has made
a tentative determination to approve the application of the
Crowley
Foods facility, a cheese
food product production facility. The State Facility Permit allows
the operation of Emission units A-S001 which includes the operation of the facilities four
9.9mmbtu/hr #6 oil fired boilers and exempt and trivial sources. The facility has capped
out of Title V permitting requirements by tracking and restricting its facility emissions of
SO2 below 95 tons per year.
The draft permit with conditions
is available for review in the Region 6 NYS DEC office
in Watertown, New York.

The applicant, in conjunction
with hospital renovations and expansion plans on West
Road, in the Village of Carthage, will relocate a portion of Hospital Drive to the west,
near its intersection with West Road. Relocation of Hospital Drive will impact 0.38 acres
of state regulated freshwater wetland CT-1, a 731 acre Class II mixed emergent, scrub
shrub, wet meadow and wooded wetland. To mitigate wetland impacts, a section of
adjacent upland area bordering the realignment, 0.55 acres in size, will be excavated
below the water table and refilled with hydric soils to support the establishment of
wetland vegetation . The project is scheduled to begin in the spring of 2006.

The Department has made
a tentative determination to approve the permit modification
request to increase permitted average flows to the Lowville Municipal Pollution Control
Plant to 1.8 million gallons per day, convert the phosphorous limit to a 12-month rolling
average and to change weekend sampling requirements. The permit modification will
require the Village to meet compliance schedules for a wet weather study plan and
implementation, as well as building a new outfall to discharge directly to the Black River
due to stricter water quality limits in Mill Creek.
