Project Description: The project is Phase II of the Pine Brook subdivision. Phase I was entirely within a Hamlet land use area on the Park Plan Map and did not require approval from the Agency. Phase II is the subdivision of 46.75 acres (i.e., the Low Intensity Use portion of the site) into 13 parcels, thereby creating 11 new building lots, one non-building lot and a subdivision road. One new single family dwelling serviced by the municipal water system and on-site wastewater treatment systems is proposed for each of the 11 new building lots. The non-building lot is that portion of Lot 2 in Phase I located within the Low Intensity Use portion of the site. The Low Intensity Use portion of Lot 2 will be used for construction of a driveway to the building location on Lot 2 which is located in the Hamlet portion of the site. The subdivision road will be constructed to Town of North Elba standards for dedication as a Town Road.

Project Title: New York State Department of Transportation, Region 1

Project Description: The project consists of rehabilitation of Interstate 87 pavement and drainage structures. There will be approximately 12,500 square feet of temporary disturbance to wetlands which is generally for access to work areas wherein drainage structures will be repaired or new structures installed. All temporary wetland impacts will be mitigated by restoring all disturbed wetlands to pre-construction conditions. Culvert work on the project site consists of lining some culverts, replacing end sections, cleaning and video taping larger culverts and replacing stone armoring in some cases. The new shoulder drainage system includes the use of curbing to direct stormwater to drainage inlet structures leading to outlet pipes located near the top of slope. The water will then be directed down slope over gabions to infiltrate and dissipate flows before reaching the toe of slope. There will be approximately 12,105 cubic yards of waste material generated by the project and the project includes approval of a waste disposal site within the median of interstate I87 which could accommodate the waste. It will be at the contractors discretion whether they utilize the approved site or apply to the Agency for a new waste disposal permit or a letter of non-jurisdiction. The project will be undertaken in two phases having the northbound lane work done during 2006 and the southbound lane work done during 2007.

Project Title: Town of Ticonderoga Sewer District #11

Project Description: The action involves a greater than 25% expansion of a major public utility use involving the installation of 8 inch diameter sanitary sewer line, 6 inch diameter force main and associated manholes and pump station along a 4,000 foot long section of NYS Route 9N (Wicker Street) to serve primarily existing commercial uses in what is known as Route 9N & 74 Sewer District or Sewer District #11. The district is part of an overall larger municipal sewer system with the wastewater treated at the existing municipal wastewater treatment plant.


Public Notice

The Department of Environmental Conservation has determined that the Registry of Inactive Hazardous Waste Disposal Sites in New York State needs to be amended to delete site number 510009, known as Atlas Missile Site S-11. This site is located in the Town of Ellenburg in the County of Clinton and is located at Bull Run Road. The reason for deletion is:

Negative Declaration

Saratoga County - The Planning Board of the Town of Saratoga, as lead agency, has determined that the proposed Burgoyne Estates/Saratoga Builders, LLC will not have a significant adverse environmental impact. The action involves the applicant proposing to subdivide a 36.44 acre parcel into 12 lots with size varying from 1.83 acres to 6.43 acres. The proposed new lots will be served by individual well and septic systems. The proposed subdivision is located in the Rural District and will create one new town road with a total length of 2800 linear feet. A coordinated review was completed with the assistance of NYS DEC, NYS DOH, A.C.O.E., and the Saratoga County Planning Board. The project is located at 394 Burgoyne Road, in the Town of Saratoga.

Saratoga County - The Wilton Planning Board, as lead agency, has determined that the proposed Mabey Storage Facility will not have a significant adverse environmental impact. The action involves a 104,000 square foot facility for office/warehouse, record storage and self-storage use. The project is located on Old Glick Road in the Town of Wilton.

Washington County - The Board of Trustees of the Village of Hudson Falls, as lead agency, has determined that the proposed Local Law No. 1 of 2006 will not have a significant adverse environmental impact. The action involves a comprehensive revision to the entire Zoning Law of the Village of Hudson Falls and replaces Chapter 215 of the Village Code in its entirety.
