ENB Region 6 Completed Applications 03/22/2006

This Department has received a request to modify a permit and has drafted an Article 19

(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the

facility located at Oneida County Water Pollution Control Plant, 51 Leland Ave, Utica, NY 13502 .

The Department has made a tentative determination to approve the application of the Oneida County Waste Water Treatment facility, which includes 3 sludge incinerators.  The State Facility Permit modification allows the modification of Emission Source 001WI, which includes the requirements of 40 CFR 60 Subpart O for waste sludge incinerators. The facility has capped out of Title V by limiting emissions of sulfur dioxide.

The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the  facility located at Coolbrands Dairy Inc., 22 County Route 52, North Lawrence, New York 12967.

The Department has made a tentative determination to approve the application of the Coolbrands Dairy Inc. facility, a cheese and yogurt food product production facility.  The State Facility Permit allows the operation of Emission units 0-00001 and 0-000004 which includes the operation of the facility's two natural gas / #2 oil fired boilers and a 8.4 mmbtu/hr digester gas / #6 oil fired boiler, control flare, and exempt and trivial sources. The facility has capped out of Title V. Permitting requirements by tracking and restricting its facility emissions of SO2 below 95 tons per year.
