the 100-foot adjacent area of Freshwater Wetlands DP-22 and PL-15 in order to make
various improvements to approximately 21.5 acres in order to enhance agricultural
acticities and waterfowl habitat. The location of this 513-acre working farm is on the west
side of Route 22 just north of the Dutchess-Putnam county line.

The
Village of Wappingers Falls has applied for a Water Supply permit (WSA#
10,870) to augment its existing water supply wells by taking a supply of water from a new
well (a.k.a., Well #7), located at their Wappingers Lake Wellfield. Well #7, together
with the Village’s previously approved Well #3, would be pumped at a combined rate of
500 gallons per minute. Well #7 is 99-feet deep and is encased in steel down the first 87
feet to prevent the infiltration of surface waters. The last 12 feet are screened to allow
pumping from the aquifer only.
Well
#7 and the Wappingers Lake Wellfield are located between West Main Street
and Wappingers Lake in the Village of Wappingers Falls, Town of Wappinger, Dutchess
County.

The Department has initiated
a modification of the State Pollutant Discharge Elimination
System (SPDES) permit for the Town of Yorktown Yorktown Heights wastewater
treatment plant (WWTP.) This permit has been modified in accordance with 6 NYCRR
Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). There
will be no increase in permitted flow at this facility as a result of this proposed permit
modification. The following changes to the SPDES permit have been proposed:
LIMITS AND
ACTION LEVELS
The draft permit has
both interim and final limits. Changes were made to the following
limits, which apply to both the interim and final periods:
-Nickel - The
limit decreased from 1.4 to 1.0 lbs/day, to reflect the newly calculated water
quality based effluent limit (WQBEL).
-Copper - A newly
calculated WQBEL of 0.25 lbs/day replaces the modified effluent
limit of 0.45 lbs/d in the current permit.
-Lead - The newly
calculated WQBEL is 0.21 lbs/day. The modified limit of 0.15 lbs/day
in the current permit was modified to an Action Level of 0.10 lbs/day.
-Zinc - A
newly calculated WQBEL of 2.3 lbs/day replaces the modified effluent limit
of 1.19 lbs/day in the current permit.
-Influent pH and Settleable
Solids - monitoring is no longer required.
-Total Residual Chlorine -
an interim daily maximum limit of 2.0 mg/l was added. The
final limit is 0.1 mg/l.
Interim Limits
- The interim limits remain the same except for the changes noted above
and are in effect from the date of permit modification until 6 months after completion of
construction of the plant upgrade. Six months after completion of construction are
provided to allow biota to become established and for operators to develop routine
operations.
Final limits and action
levels - Modifications to the final limits and conditions include:
-The final limits take
effect 6 months after completion of construction of the plant
upgrade.
-Mass limits for CBOD
and TSS were rounded in accordance with the Discharge
Monitoring Report (DMR) Manual.
-A seven (7) day CBOD
limit of 15 mg/l and 190 lbs/day was added to the permit.
-Temperature - An action
level of 70 degrees F was added to the permit.
-Action levels for chronic
toxicity, as toxicity units, are included in the permit as part of a
whole effluent toxicity (WET) testing requirement.
-A water quality based
effluent limit of 0.1 mg/l for total residual chlorine is included.
-Limits for pathogen
reduction are included in the permit.
-The permittee is required
to submit a final process flow diagram by October 2007.
-The permittee is required
to develop and submit a stormwater pollution prevention plan
for the facility.
COMPLIANCE SCHEDULES
A compliance schedule
is included in the draft permit that requires the permittee to
separate stormwater from leachate at the Town’s landfill so that only leachate will be
discharged to the WWTP. Another compliance schedule requires development of a
continuous sewer system assessment, flow monitoring, correction, and maintenance plan.
A draft permit is available
for inspection and comment at the regional office.
