Applicant proposes to maintenance
dredge the approximately 167,400 square foot Hague
Basin at the United States Merchant Marine Academy (USMMA) in order to restore
navigable depths for the Academy's large training vessel and other craft. An
approximately 65,000 square foot area of the basin will be deepened to maximum depth -17 MLW (-15 MLW
with allowable 2 foot overdepth), with the remainder deepened to
maximum depth -14 MLW (-12 MLW with allowable 2 foot overdepth). The
approximately 37,675 cubic yards of silty material will be removed with environmental
bucket equipment and transported by barge to the City of New York's Fresh Kills Landfill
on Staten Island where it will be beneficially used as fill for grade adjustment or other
purposes. USMMA is located on Steamboat Road in Kings Point.

The Department has prepared
a Draft Permit and has made a tentative determination to
approve this application for an Air State Facility permit. The permit allows the operation
of three boilers: two 20 MMBTU/hr fired by natural gas or #2 fuel oil and one 22.8
MMBTU/hr standby boiler fired by #2 fuel oil. The facility agrees to limit emissions of
oxides of nitrogen (NOx) to avoid regulation under Title V. To comply with the
requirements of 6 NYCRR Part 227.2.4(f), the facility has shut down its electrical
cogeneration unit which was driven by an internal combustion engine. The resulting
reduction in emissions qualified the facility for an Air State Facility Permit. The
application, draft permit, relevant supporting materials and regulations are available for
review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline indicated. DEC may schedule a public hearing based upon an evaluation of the
nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.

The applicant proposes to
dredge an existing marina to a depth of four feet below
apparent low water. The resultant 6232 cubic yards of spoil will be hydraulically pumped
to an upland spoil site belonging to Brookhaven Village Association Property for
temporary storage before being placed at an appropriate upland location. The applicant
also proposes to place a weighted silt curtain at the entrance of the Carmen's River during
the operation. The dredging will occur in tidal wetlands, the dredge material will be
placed near regulated Freshwater Wetlands #B-2 and the work occurs within the
Carmen's River protected corridor. The project site is located at the Foot of Beaverdam
