Project Title: Cornell Cooperative Extension of St Lawrence and Franklin Counties

Location: Beach Road and Indian Lake, Town of Bellmont, Franklin County

Project Description: The action involves construction of a 6,200 square foot dining hall/bunk room for year-round occupancy at 4-H Camp Overlook. The new facility will be handicap accessible and will be served by a new on-site wastewater treatment system and well water supply. This project constitutes a greater than 25% expansion of a group camp.


Negative Declaration

Saratoga County - The Town of Northumberland, as lead agency, has determined that the proposed Amendment to the Town of Northumberland Zoning Ordinance will not have a significant adverse environmental impact. The action involves adopting amendments to the Town of Northumberland Zoning Ordinance. The Town Board appointed a Town Zoning Revision Committee to review and evaluate the existing zoning ordinance and recommend changes. Three public hearings have been held on the draft zoning language being proposed. The Saratoga County Planning Board has recommended approval of the proposed zoning amendments. The project is townwide.

Saratoga County - The Town of Northumberland, as lead agency, has determined that the proposed Adoption of a Local Law to Regulate Commercial Timber Harvesting within the Town of Northumberland will not have a significant adverse environmental impact. The action involves the adoption of a local law which would regulate commercial timber harvesting within the Town of Northumberland. The law would require the submission of a commercial timber harvesting plan prepared by a professional forester prior to obtaining a commercial timber harvesting permit from the Town, for any commercial timber harvesting activity that would remove in excess of 15,000 board feet or 20 cords of wood. The project is townwide.

Saratoga County - The Town of Northumberland, as lead agency, has determined that the proposed Amendment to the Town of Northumberland Subdivision Regulations to include Conservation Design Subdivision Review Procedures will not have a significant adverse environmental impact. The action would replace the existing Section VIII of the Town of Northumberland’s Cluster Development procedures with a Conservation Design Subdivision process. The project is located townwide.

Notice Of Acceptance Of Draft Supplemental EIS

Project Location: This Wild Forest Area is located in the Towns of Arietta, Indian Lake, Lake Pleasant and Wells. The proposed snowmobile trail changes involve the portion of the unit in the Towns of Arietta and Lake Pleasant.

Project Description: The New York State Department of Environmental Conservation (DEC) as lead agency, has determined that the proposed action described below may have significant impact on the environment and a Supplement to the Final Environmental Impact Statement (FEIS) has been prepared. Comments are welcome and will be accepted by the contact person until April 7, 2006.

The DEC has completed a Proposed Final UMP/FEIS for the Jessup River Wild Forest Area. Public concerns, recent purchase of recreational rights on adjacent International Paper Company lands, and the desire to insure the best possible future snowmobile trail system for the area, led to a proposal to reconfigure the snowmobile trail network in the southern portion of the Jessup River Wild Forest which is described in this Supplemental DEIS.

Proposed snowmobile trail changes will: facilitate snowmobile access between local communities, relocating trails away from water crossings, closure of some existing snowmobile trails, and construction of new snowmobile trails. The preferred alternative will require approximately 12 miles of new trail construction, a portion of which will be on old roads and old snowmobile trails. The preferred alternative will also propose the closure of approximately 11 miles of existing interior snowmobile trails that will be no longer needed as corridor trails. The majority of trails to be closed to snowmobiles will remain open for hiking, all terrain cycling and cross country skiing.

Possible adverse impacts from implementation of the UMP/FEIS include tree and/or vegetation removal, temporary disturbance to wetland areas including vegetation, increased siltation and stream bottom disturbance. Other possible adverse impacts include: minor temporary erosion, increased hiking and snowmobiling traffic in certain areas, and minor noise impacts during the construction of new facilities.


Notice Of Acceptance Of Draft EIS And Public Hearing

Saratoga County - The Saratoga County Board of Supervisors, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Saratoga County Water Treatment and Transmission Facilities Project. A public hearing on the Draft EIS will be held on Thursday, March 16, 2006 at 7:00 p.m. in the upstairs meeting room at the County Office Building 5 at 50 West High Street ("Solar Building") in Ballston Spa, NY. A copy of the Draft EIS is available for public inspection during business hours at the offices of the Clerk of the Board of Supervisors, at the above address. Comments are requested and will be accepted by the contact person listed below by mail or personal delivery until the close of business on Friday, April 7, 2006. A copy of the Draft EIS, as well as other SEQR and NEPA documents relating to this project, are also available on the internet in electronic format (Adobe Acrobat, free reader required) on the Saratoga County website at http://www.co.saratoga.ny.us/cntyatty/attyindx.html. The action involves Construction and operation of a raw water intake structure, raw water pump station and water treatment plant on an approximately 30 acre parcel at the corner of Butler and Potter Roads in the Town of Moreau, together with approximately 28 miles of 30" - 36" diameter underground water transmission main mostly beneath existing roads or utility rights-of-way through the towns and/or city of Moreau, Greenfield, Wilton, Saratoga Springs, Milton, Ballston, and Malta, as well as a water storage tank near the southern terminus of the proposed transmission main on or near the proposed Luther Forest Technology Campus in the Town of Stillwater. The proposed treatment plant will be located near the southeast corner of the intersection of Potter and Butler Roads in the Town of Moreau, Saratoga County. The location of the treatment plant and adjacent raw water pump structure, underground pipeline route and storage tank is also shown on the attached general location maps.

Notice Of Acceptance Of Final EIS

Albany - Saratoga Counties - The Green Island Power Authority, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Cohoes Falls Project. The action involves a new dam & hydroelectric powerhouse project, replacing the existing dam & powerhouse at School Street (FERC No. 2539). Included are: more efficient hydraulic design; complete fisheries protection; underground powerhouse and transmission lines; a one-mile rewatered stretch of the Mohawk River, including Cohoes Falls. The project is located on the Mohawk River at Cohoes Falls/ Towns of Cohoes, Waterford & Colonie, NY.
