The Department has made
a tentative determination to approve this application for a
modification of an existing permit for an existing discharge of treated and untreated
stormwater into Bowery Bay, Rikers Island Channel and Flushing Bay (Class I).
Compared to the issued permit
that this modification will replace, the following
significant changes are proposed:
Developed action levels
for CBOD5 as a surrogate parameter to aid in the control of the
discharge of glycol based deicing substances from the airport. This is supplemental to the
restrictions imposed by Best Management Practices. Outfalls 006 and 013, which contain
discharge from all areas of operations at the airport, will be sampled as representative for
all outfalls. No monitoring will be required from outfalls 001 - 005, and 007 - 012.
Outfall 01A is the discharge
from the aviation fuel storage and transfer area, following
treatment by an Oil/Water separator.
Eliminate outfall 005A (no longer exists).
Eliminate effluent limits
and monitoring requirements for outfalls 005 and 012.
Add Action Levels and monitoring
requirements for CBOD5 at outfall 006 and 013.
Add Action Levels and monitoring
requirements for benzene, ethylbenzene, MTBE,
toluene, and xylenes at outfalls 006 and 013.
Add effluent limits and
monitoring requirements for ethylbenzene and MTBE at outfall
01A.
Add Best Management Practices
requirements.
Add Discharge Notification
requirements.
Update effluent locations
map.
A draft permit is available
for inspection and comment at the regional office.
