Negative Declaration

Madison County - Madison County, as lead agency, has determined that the proposed West Side Landfill Expansion will not have a significant adverse environmental impact. The action involves a proposed increase of landfill capacity at the Madison County Landfill facility located in the Town of Lincoln. The proposed west side expansion includes expansion of the lined landfill area to the north, west, and south of the current landfill footprint located on the west side of Buyea Road. The proposed landfill expansion will ultimately add a total of 62.5 acres of new liner system with another approximate 123 acres of mining areas, access roads, stormwater management facilities, landfill containment berms, leachate management facilities, and other ancillary facilities.

Onondaga County - The Town of Marcellus, as lead agency, has determined that the proposed Southern Onondaga Area (Marcellus) Water District will not have a significant adverse environmental impact. The action involves installation of approximately 12,800 linear feet of 12-inch ductile iron water main and appurtenances, approximately 4,100 linear feet of 8-inch ductile iron water main and appurtenances, and pumping improvements.

Onondaga County - The Town of Otisco, as lead agency, has determined that the proposed Southern Onondaga Area (Otisco) Water District will not have a significant adverse environmental impact. The action involves installation of approximately 20,000 linear feet of 12-inch ductile iron water main and appurtenances, approximately 9,500 linear feet of 8-inch ductile iron water main and appurtenances, and construction of a 600,000 gallon storage tank.
