Draft Negative Declaration

New York City - The NYC Department of Environmental Protection, as lead agency, has determined that the proposed Wards Island WPCP - Stabilization for BNR Treatment and Miscellaneous Improvements. The action involves NYCDEP proposing to implement at the Wards Island Water Pollution Control Plant (WPCP) modifications required for stabilization of current plant operations and the implementation of Biological Nitrogen Removal (BNR) treatment capabilities.

Wards Island WPCP is one of several WPCPs that are part of the City-wide Comprehensive Nitrogen Management Plan. The goal of the Plan is to reduce total nitrogen discharges and therefore improve long-term water quality in the Upper East River, Jamaica Bay, and the Long Island Sound water bodies. Nitrogen discharges from the Upper East River and Jamaica Bay WPCPs have been identified as a contributing factor to recurring hypoxia in western Long Island Sound and portions of Jamaica Bay. The modification to the treatment processes at Wards Island WPCP is proposed to achieve the goals of the Long Island Sound Study and to meet water quality objectives.

The proposed Wards Island WPCP project, funded in part by the State Revolving Fund Program, would include work on the aeration tanks, process air system, BNR hypochlorination, centrate treatment, instrumentation and control systems, final tanks, activated sludge systems, and odor control.

NYCDEP, as lead agency, has determined that the proposed action as described above would not have a significant effect on the environment and is herein publishing a Negative Declaration. The draft Negative Declaration will become final at the end of the 15-day public comment period if no substantive comments are received.

The project is located at 600 East 125th Street on Wards Island in New York City.
