The
Department is proposing to modify the SPDES permit for the E.F. Barrett Power Station. The E.
F. Barrett Generating
Station currently operates Units 1 and 2, which became operational in 1956 and 1963 respectively.
Each have a maximum
generating capacity of 185 megawatts. In addition to these steam units, there are twelve
combustion turbines on site that can
produce up to a total of 312 megawatts.
Units
1 and 2 are cooled by a once-through system that draws water from the western end of Barnum’s
Channel through a
shoreline intake structure. Cooling water from both units discharges at the surface into the eastern
end of Barnum’s Channel.
The intakes and discharges are separated by a sheet pile wall that divides Barnum’s Channel. This
wall prevents any
recirculation of cooling water and confines all of the thermal discharge in the eastern end of Barnum’s
channel. The system
consists of two cooling water circulator pumps per unit with a combined rated capacity of 204 thousand
gallons per minute
(GPM) or approximately 300 million gallons per day (MGD), four conventional vertical traveling
screens with 1/4 x 1 inch
mesh constructed of smooth-tex screen, and four vertical trash racks with 3 inch bar spaces. Water velocity
at the intake
screens averages 0.72 feet per second.
This
SPDES permit authorizes the discharge of non-contact cooling water, treated wastewater, boiler blowdown,
alternate
RO system blowdown, and storm water to the Barnum's Channel. The modifications to the SPDES permit
being contemplated
by the Department includes an update of monitoring information, and requires KeySpan to submit data
and analyses related to
the once-through cooling system. The information will be utilized by the Department to determine
best technology available
for minimizing adverse impacts to the aquatic resources of Barnum's Channel. KeySpan will also
be required to review
possible technologies and operational measures to minimize aquatic impacts. The information is
being requested pursuant to 6
NYCRR Part 704.5 and 40 CFR 125 - Subpart J.
The
E. F. Barrett Station site is a triangular parcel located on the south of Barnum’s Channel, west
of Long Beach Road and
east of the Long Island Railroad tracks

The applicant proposes to
replace the deteriorated culvert carrying NY Route 27A
(Montauk Highway) over Penataquit Creek in Bay Shore. A new concrete culvert, 10'
wide by 3.3' high, is proposed to drop the freshwater portion of the stream into the tidal
section. Immediately upstream of the concrete inlet, the transition section will be
regraded and stabilized with wetland plantings, fiber bio-logs and erosion control mats.
The new outlet will be located approximately 30 feet east of the existing outfall within
the tidal channel. Sixty-two feet of bulkhead is proposed to be replaced in-place at the
culvert outfall. A "vortex-type" stormwater treatment structure is proposed to be installed
near the inlet bulkhead to remove floatables, oil, and coarse sediment from the
stormwater prior to its discharge into Penatiquit Creek. The proposed project will impact
approximately 40 sq. ft. of open water wetlands; however, the repositioned channel will
allow for the creation of approximately 120 sq. ft of new wetland area. The proposed
project is located in NYSDEC regulated tidal and freshwater wetlands at the junction of
Route 27A and Penataquit Creek in Bay Shore in Suffolk County.
