The Department has made
a tentative determination to approve this application to modify
a SPDES permit to reflect various changes in operation of the facility and a decrease in
flow from an existing surface discharge (Outfall No. 001) from five (5) million gallons
per day (MGD) to 2.5 MGD of treated sanitary wastewater from the City of Port Jervis
municipal wastewater treatment plant (WWTP) into the Neversink River (Class B). The
reduction in flow represents an administrative correction to the issued SPDES permit for
this facility and is based upon submitted engineering documents for this facility. The
proposed modification to the SPDES permit includes revisions to certain influent
sampling requirements, monitoring requirements, and effluent limits. The project also
involves replacing various equipment at the facility and constructing new primary
clarifier, gravity thickener and sludge holding tank. There will be no increase in
permitted volume of the discharge as a result of the project. The Port Jervis WWTP is
located at 4 Neversink Drive in the City of Port Jervis, Orange County. A draft permit is
available for inspection and comment at the regional office.

Department of Environmental Conservation (DEC) has received an application to
re-issue/re-new the following pre-existing Private/Commercial/Institutional State
Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a
tentative determination to re-issue/re-new this pre-existing permit for a five year term
with updated regulatory requirements and maintaining current effluent limitations and
monitoring and reporting requirements. This permit involves the surface discharge
through a rotating bbiological contact system of up to 13,500 gallons per day of treated
sanitary waste to the Mill Brook.
Additional
information on this permit may be requested from or inspected at the
NYSDEC Region 3 Office in New Paltz or the NYSDEC Central Office in Albany.
Substantive comments must be submitted in writing to the contact person. To be called
substantive, 6 NYCRR Part 621.7 requires public comments "explain the basis of
opposition and explain specific grounds..." for opposition.

The applicant proposes to rehabilitate
a five-mile long portion of a paved
pedestrian /bicycle path, the Bronx River Reservation Pathway, from Greenacres
Avenue to Kensico Dam Plaza, and construct a new one mile long portion of
paved trail within downtown White Plains. Proposed work consists of removal of
silt and debris from within the Bronx River [Class C(t)] at three locations, and
construction/reconstruction of various components within the channel of the river,
including construction of new concrete retaining walls, construction of new
concrete bridge abutments and walkway “shelf” within an existing culvert,
installation of new timber pedestrian bridge, and construction of new rip-rap
streambank protection. Approximately 300 linear feet of the Bronx River will be
disturbed during construction activities associated with this project. The project is
located in the Bronx River Reservation, south of Chatterton Avenue (northern
portion) to Martine Avenue (southern portion), in the City of white Plains,
Westchester County.
