Herkimer County - The Town of Norway, as lead agency, has determined that the proposed Town of Norway Local Law No. 1 of the year 2006 entitled An Amendment to the Town of Norway Land Use and Project Review Ordinance With Respect to Wind Energy Faciclities will not have a significant adverse environmental impact. The action involves the creation of a Rural Density/Wind Resource Overlay District on Dairy Hill in the Town of Norway comprising 1370 acres. Additionally, the approval of a Land Use and Development Permit must be preceded by Site Plan Review by the Planning Board and the applicant must adhere to standards and follow procedures specified in the amendment. This amendment also contains regulations and requirements necessary for obtaining a building permit, requirements necessary to assess environmental and agricultural impacts and mitigation, requirements for the use of public roads, and other requirements pertaining to noise level, safety, hazardous materials, emergency agencies, liability insurance, decommissioning plans, and annual operating reports. St. Lawrence County - The Village of Massena, as lead agency, has determined that the proposed Village of Massena Water Treatment Improvements will not have a significant adverse environmental impact. The action involves installation of approximately 4,000 linear feet of 16-inch finished water transmission main along Pontoon Bridge Road, from its intersection with Orchard Road to the Village of Massena WTP. A 14-inch raw water transmission main, approximately 1,400 linear feet in length, will also be installed from the WTP to the existing dual 48-inch ALCOA raw water transmission mains located just north of the Massena Power Canal (Grasse River). Several improvements will also be made to the WTP including replacement of pumps, filters and piping, as well as a 500 square foot addition.

St. Lawrence County - The New York Office of Mental Health, as lead agency, has determined that the proposed Main Access Road will not have a significant adverse environmental Impact. The action involves a new access road into the St. Lawrence Psychiatric Center that will serve as the primary entrance to the facility. The project will combine two existing points of access from NYS Rte 37. One access point is currently shared with the State Department of Corrections, while the other access road is a direct access to the Children and Youth Center (this access to Rte 37 would be eliminated). The new primary access road would provide a clear access point for deliveries and visitors to the center, as well as make the campus more definable for motorists along NYS Rte 37. The project inludes the construction of approximately 2,000 ft of roadway (single lane in each direction) that will connect to the back side of the campus, as well as reconnect to existing roadways.

Jefferson County - The Town of Watertown Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Towne Center at Watertown. A public hearing on the Draft EIS will be held on March 6, 2006 at 6:00 p.m. at 22867 Co. Rte 67, Watertown, NY. Written comments on the Draft EIS will be accepted until March 17, 2006. The action involves Site Plan and Subdivision Approval to permit the development of 426,400 square feet of retail/restaurant space in the Town of Watertown. The project is located on the south side of NYS Rt. 3, Arsenal Street, Watertown, Jefferson County, New York.

St. Lawrence County - The New York Power Authority, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Tri-Lakes Reliability Project. The action involves the construction and operation of a new 46,000-volt/46kilovolt line within the Adirondack Park in St. Lawrence County to increase the reliability of the electric system in the region through improvements to capacity and delivery. The project (46kV line) is 26.8 miles in length and is located in portions of the towns of Parishville, Colton, and Piercefield.
