Voluntary Cleanup Program

Project Location: Region 1, Nassau County, Town of North Hempstead

Project Description: The site is approximately 11 acres in size. Previous occupants of the site included several manufacturing firms which specialized in the aeronautics industry. The Thypin Steel Company utilized the site for the storage and cutting of steel products from approximately 1958 until 1988. The site has been vacant since 1988 and the buildings were demolished in the early 1990s.

Under a voluntary cleanup agreement, a site investigation was conducted which revealed levels of volatile organic compounds (VOCs) in on-site groundwater which exceeded the NYS Class GA Groundwater Standards. Elevated levels of VOCs were also detected in on-site soil gas. Soil sampling revealed elevated levels of inorganic contaminants, including chromium and zinc. In 2001, 52.5 tons of contaminated soil was excavated and disposed of off-site at a permitted disposal facility.

The draft remedial action plan proposes to utilize air sparging and soil vapor extraction for the remediation of VOCs in shallow groundwater and enhanced reductive dechlorination for VOCs in deeper groundwater. A groundwater and soil gas monitoring program will be implemented to evaluate the effectiveness of the remedies in meeting the remedial action goals.

Comment Period: The draft remedial action plan is available for review at the location below. Written comments on the plan will be accepted for 30 days following the date of this notice. Written comments expressing objection or opposition to the plan must explain the basis of that opposition and identify the specific grounds which could lead the Department to impose significant changes to the plan. No formal response is made to comments received, but, as a result of comments the Department may re-evaluate and make revisions to the plan.

Positive Declaration

Nassau County - The Board of Trustees of the Inc. Village of Mineola, as lead agency, has determined that the proposed Comprehensive Master Plan for future land use in the Village and zoning amendments may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the Village Board of Trustees considering the adoption of a Comprehensive Master Plan for future land use within the Village ( and consequent zoning amendments). The project is villagewide.
