The applicant proposes to
fill 1.2 acres of federally regulated freshwater wetland as
necessary for the Phase III expansion of the US/Canada border crossing located on I-87.
The purpose of the project is to expand the infrastructure of the existing facility to
improve safety conditions and the operations at the federal border agencies. In order to
compensate for the loss of wetland, the proposal is to establish 1.2 acres of emergent and
shrub wetland on site which will utilize stormwater runoff from surfaces of the proposed
facility expansion.

The applicant proposes to
develop and operate a new sand and gravel mine, with a 70
acre life of mine area to be operated in phases over a ten year period, with an average of
42,000 cubic yards of material to be removed annually. Mining operations will include
on site screening using a portable screening plant, and reclamation will be ongoing, with
establishment of grass cover as the final objective. The entrance to the proposed pit is
located 1,250 feet south of Bush Road and 400 feet west of Blackman Corners Road. The
site is part of a 192.3 acre parcel owned by Clinton C. Morse
