The applicant proposes a
discharge of 136,000 gallons per day of treated backwash water
into a recharge basin from a proposed Iron Removal Filtration System situated at the
SCWA's Margin Drive East Well Field and Pump Station site located in Shirley, Town of
Brookhaven, Suffolk County, NY. The proposed discharge is located within an area
designated as a sole source aquifer. The following water purveyors have been identified
as having service areas located within a 3-mile radius of the applicant's facility: Suffolk
County Water Authority.
The Department has made
a tentative determination to issue a permit for a State Pollutant
Discharge Elimination System under Article 17 of the Environmental Conservation Law.
This tentative determination indicates that the discharge regulated under this statute is
considered to satisfy regulatory standards for permit issuance, based on information
available to the Department at this time. As a tentative determination, the Department
seeks comments on the proposed regulated activity prior to making a final decision on
permit issuance. As such, this tentative determination does not signify department
approval for or endorsement of the activity for which a permit is sought or for the overall
proposed project.

The applicant proposes to construct 1,513 linear feet of low sill bulkhead in areas
of intertidal marsh vegetation. A single row of 200 pound stone is also proposed
to be placed over 40 linear feet along the high water line seaward of an area of
intertidal marsh vegetation. Two existing boat basins are proposed to be
dredged to 5' below mean low water with 3,400 cubic yards of material proposed
to be removed and transported to an approved upland location. Existing
catwalks are proposed to be removed and replaced with two 4' wide catwalks of
240' and 273' in length. Two hundred twenty-six linear feet of bulkhead is
proposed to be constructed within 28" of an existing bulkhead. The proposed
project is located at 33 Library Avenue Extension in the Village of Westhampton
Beach, Town of Southampton in Suffolk County, SCTM#: 905-15-01- 5.4.

The applicant proposes to
place 320 cu. yds. of clean fill in eroded areas landward of four
bulkheads around the footings of an existing bridge. Forty-five tons is of rip-rap is also
proposed be installed as shoreline stabilization at the seaward ends of the four bulkheads.
The fill and rip-rap will be placed seaward of the tidal wetland boundary at this site.
Cracks and spalls in the concrete portion of the bridge are proposed to be repaired,
concrete sidewalks on the bridge are proposed to be removed and replaced, and the steel
portion of the bridge is proposed to be repainted. The proposed project is located at
Bayview Avenue over Goose Creek in the Town of Southold in Suffolk County, SCTM#
1000-71-01-43.
