Project Description: Proposed management actions include relocation of the Long Path from Route 214 to a new trail over Plateau Mountain and the designation of the portion of the Overlook Turnpike from privately owned land to it’s junction with the Devil’s Path as a hiking trail.

Notice Of Acceptance Of Final EIS

Ulster County - The Town of Lloyd Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Lowe's Home Improvement Center. The action involves the construction of a ±152,890 square foot retail store on a ± 29.05 acre site, composed of three parcels of land identified on the Town of Lloyd Tax Map as parcel numbers 87.001-3-41.1, 87.001-3-41.21, and 87.001-3-6.1. The main parcel proposed for development is currently vacant and is located primarily in the Designed Business (DB) Zoning District, with a small portion of the property located in the Local Business (LB) Zoning District. The northern parcel currently contains a single-family dwelling. The proposed Lowe’s Home Improvement Center is a permitted use in the LB Zoning District, and a Special Permitted use in the DB Zoning District. Construction activities will include clearing and grading approximately 15.8 acres of land, the construction of a ±152,890 square foot Lowe’s Home Improvement Center, installation of a paved access driveway and parking lot, the installation of an on-site wastewater disposal system, installation of wells to be used for domestic use, fire suppression and landscape irrigation, installation of a subsurface stormwater collection system and above ground detention basins, and improvements to the NYS Route 299 and Elting Corners Road intersection and traffic signal. Access will be provided from both NYS Route 299 and Elting Corners Road. The applicant will seek area variances from the Zoning Board of Appeals for a reduction in the number of required off-street parking spaces, the location of the freestanding sign, the number of signs, sign area of a freestanding sign, total site sign area, and building height. The project is located on Route 299 and Elting Corners Road, Town of Lloyd, Ulster County, New York.
