ENB Region 8 Completed Applications 01/25/2006

The applicant proposes a modification to the Scottsville mining operations.  The modification will result in a net increase of 17.8 acres of sand and gravel reserves for a total modified life-of-mine area of 286 acres.  Also included is a modified configuration of the open water lake which is the intended reclamation for the mine, and the re-location of several Niagara Mohawk electric transmission poles.  The mine site is west of River Road on the between South Road and the former Lehigh Vally Railroad right-of-way.  

The Department has made a tentative determination to approve a new SPDES permit for a proposed municipal wastewater treatment facility to treat effluent from the Hamlet of Springwater at a rate of 40,000 gallons per day with a new discharge to a ditch north of Kellog Road which eventually flows into Springwater Creek at the confluence of Limekiln Creek on the City of Rochester's property.  The new facility will be comprised of the following: replacement of failed septic tanks throughout the Hamlet of Springwater, connection of septic tanks and pumps at 229 residences or businesses, 5.8 miles of pressure sewers, and a 2 acre- subsurface "wetland" treatment system" to treat grey water to secondary standards.  The project will also require disturbance to regulated freshwater wetlands and adjacent area due to the treatment cells and discharge ditch and work within regulated streams (Limekiln and Springwater).  As a tentative determination, the Department seeks comments on this proposed activity.  The file is available for review and comment at the NYSDEC Region 8 office.  

The Department has made a tentative determination to modify an existing SPDES permit issued to Crowley Foods, Inc. for the discharge of non-contact cooling water from the food manufacturing plant located at 25 Hurlbut Street.  The modification includes a change in the discharge location from the Canisteo River to Marsh Ditch, a wild trout spawning stream, located adjacent to the wastewater disposal facility (south of the manufacturing plant).  The Department proposes to add additional temperature and dissolved oxygen monitoring from June through September 2006 to prior to final authorization of the new discharge location.  The Department seeks comments on this activity prior to making a final decision.  The file is available for review and comment at NYSDEC Region 8.
