Project Description:
The applicant proposes a United States Department of Agriculture Natural Resources Conservation Service Wetland Reserve Program (WRP) project to restore and enhance the wetland that was altered by previous farming. The project involves restoring aquatic and emergent wetland habitat by constructing a complex of potholes with connecting level ditches to create open-water areas for waterfowl habitat on about 5 acres in State regulated Freshwater Wetland #EC-18, the wetland's regulated 100-foot Adjacent Area and upland of the wetland. Spoil material will be placed upland and/or in a 4-foot wide berm adjacent to the pothole. This enhancement project is part of preserving 242 acres of property under the WRP. The project site is on the southeast side of County Route 66 in the Town of Gerry and east of the hamlet of Red Bird.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Feb 3 2006.
