The applicant proposes operation
of a sand and gravel pit at an existing site. The two
acre life of mine area is part of a 500 acre parcel of land owned by the applicant, and is
located on the north side of Blue Mountain Road, approximately 8 miles west of NYS
Route 30. Operations will occur over five years and the main disturbance will be removal
of material from stockpiles, with periodic onsite crushing and screening. Upon
completion of mining, the site will be completely reclaimed to natural vegetation.

The Department has made
a tentative decision to approve emission reduction
credits(ERC's) that are the result of the shutdown and permit surrender of the Air Title V
facility permit at the International Paper Hudson River Mill. The Department intends to
certify 161.2 tons of Oxides of Nitrogen(NOx) and 32.1 tons of Volatile Organic
Compounds(VOC's) of ERC's. The ERC request and supporting documentation are
available for review at the NYSDEC Region 5 Suboffice at 232 Hudson St.,
Warrensburg, NY 12885.
