Facility Permit, at the facility located at Kraft Foods Inc., 7388 Utica Blvd., Lowville,
NY, 13367.
The Department has made
a tentative determination to approve the application of the
Kraft
Foods Inc. facility, a cheese
food product production facility. The Air State Facility
Permit allows the operation of Emission Units 0-00001 and 0-000003 which includes the
operation of the facility's two 41mmbtu/hr natural gas/#2 oil fired boilers and a 27.7
mmbtu/hr natural gas fired temporary boiler, and exempt and trivial sources. The facility
has capped out of Title V and NOx RACT permitting requirements by tracking and
restricting its facility emissions of SO2 and NOx below 95 tons per year.

constructed so that work can be accomplished in the dry.

consist of non-contact cooling water which is pumped from Sauquoit Creek and then
discharged back to the stream via outfall 001. Additional modifications to the permit will
include the addition of definitions, updating "Best Management Pratices", and addition of
discharge notification requirements.

(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Ogdensburg Energy Facility, Entrance Avenue,
Ogdensburg, New York 13669. This Air State Facility permit is to allow the Ogdensburg
Energy Facility to burn a methyl ester or biodiesel fuel in auxiliary boilers 1 & 2. The
auxiliary boilers are subject to the NSPS, Subparts Db and Dc. The boilers emissions are
capped under 6 NYCRR Part 201-7 and therefore not subject to PSD, 40 CFR 52.21. The
Air State Facility Permit will be incorporated into the facility's Title V Air Facility Permit
at a later date. The draft permit with conditions is available for review in the Region 6
NYS DEC office in Watertown, New York.
