ENB Region 6 Completed Applications 01/11/2006

Installation of a complete water supply and distribution system to serve Pamelia Water District No. 6 and the taking of a supply of water in amounts to average 22,500 GPD through a connection to the existing Watertown to Fort Drum DANC water line.

This Department has received a request to issue a permit modification and has drafted an Article 19  (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the  facility located at Kraft Foods Inc., 7388 Utica Blvd., Lowville, NY, 13367.

The Department has made a tentative determination to approve the application of the Kraft

Foods Inc. facility, a cheese food product production facility.  The Air State Facility Permit allows the operation of Emission Units 0-00001 and 0-000003 which includes the operation of the facility's two 41mmbtu/hr natural gas/#2 oil fired boilers and a 27.7 mmbtu/hr natural gas fired temporary boiler, and exempt and trivial sources. The facility has capped out of Title V and NOx RACT permitting requirements by tracking and restricting its facility emissions of SO2 and NOx below 95 tons per year.

The draft permit with conditions is available for review in the Region 6 NYSDEC office in Watertown, New York.

The Department has made a tentative determination to modify the existing SPDES Permit for the Lewis County Dairy Corp located at 7705 State Highway 812, Lowville, New York. The permit modification proposes new effluent limitations based on changes to the new proposed waste water treatment plant to be constructed at the facility. The draft permit with conditions is available for review in the Region 6 NYSDEC office in Watertown, New York.

Stabilization of 2 sections of Sauquoit Creek, a class C(T) watercourse, for a cumulative distance of 320 linear feet along Brookline Drive in Utica.  Stones weighing 3-5 ton will be stacked and properly keyed in to form a retaining wall.  Diversion channels will be constructed so that work can be accomplished in the dry.

Due to anticipated increase in production the applicant has requested that the flow limit at outfall 001 be increased from 420,000 gpd to 798,904 gpd. The increase discharge will consist of non-contact cooling water which is pumped from Sauquoit Creek and then discharged back to the stream via outfall 001. Additional modifications to the permit will include the addition of definitions, updating "Best Management Pratices", and addition of discharge notification requirements.

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Ogdensburg Energy Facility, Entrance Avenue, Ogdensburg, New York 13669. This Air State Facility permit is to allow the Ogdensburg Energy Facility to burn a methyl ester or biodiesel fuel in auxiliary boilers 1 & 2.  The auxiliary boilers are subject to the NSPS, Subparts Db and Dc.  The boilers emissions are capped under 6 NYCRR Part 201-7 and therefore not subject to PSD, 40 CFR 52.21. The Air State Facility Permit will be incorporated into the facility's Title V Air Facility Permit at a later date.
