The
Department is proposing to modify the SPDES permit for the Glenwood Power
Station. The Glenwood Generating Station, currently operates Units 4 and 5, which
became operational in 1952 and 1954 respectively. The combined maximum net electrical
generating capacity of Units 4 and 5 is of 200 megawatts.
The
units are cooled by a once-through system that draws water from Hempstead
Harbor directly across from Bar Beach, through a shoreline intake structure. The system
consists of two cooling water circulator pumps per unit with a combined rated capacity of
125,000 gallons per minute (GPM) or 180 million gallons per day (MGD), four
conventional vertical traveling screens with 0.375 inch mesh, and four vertical trash racks
with 3 inch bar spaces. The discharge of cooling water from the Glenwood Station Units
4 and 5 is through a common subsurface canal, located at the shoreline, into Hempstead
Harbor.
This
SPDES permit authorizes the discharge of non-contact cooling water, treated
wastewater, boiler blowdown, and storm water, to both Hempstead Harbor and
groundwater. The modifications to the SPDES permit being contemplated by the
Department requires Keyspan to submit data and analyses related to the once-through
cooling system. The information will be utilized by the Department to determine best
technology available for minimizing adverse impacts to the aquatic resources of
Hempstead Harbor. Keyspan will also be required to review possible technologies and
operational measures to minimize aquatic impacts. The information is being requested
pursuant to 6 NYCRR Part 704.5 and 40 CFR 125 - Subpart J.
The
Glenwood Station is located on the east shore of Hempstead Harbor, part of Long
Island Sound. The generating units are located on an approximately 5 acre parcel
bordered by Glenhead Road to the north, Shore Road to the east, Motts Cove to the south
and Hempstead Harbor to the west.

Caithness
Long Island LLC proposes to construct and operate the Caithness Long
Island Energy Center (“the project”) which is a nominal 346 megawatt (MW), dual fuel,
combined-cycle electric generating station consisting of one Siemens Westinghouse
Power Corporation 501F combustion turbine generator (CTG), a heat recovery steam
generator equipped with natural gas-fired duct burners, and a single steam turbine.
Emissions from the combustion turbine will exhaust through a single 170-foot stack.
The
Applicant has filed individual applications seeking the issuance of a
preconstruction state facility air pollution control permit, a Title IV - Phase II Acid Rain
permit, and a State Pollutant Discharge Elimination System (SPDES) permit. The
applicant is also required to obtain emissions offsets in the form of emission reduction
credits (ERCs) for VOCs and NOx.
The
Department has made a tentative decision to approve the air and SPDES permit
applications, and draft permits are available for review. Details regarding the draft

The applicant plans to continue to operate a laundromat and with a discharge of 35,000 gallons per day of laundry wastewater to groundwater from an Alltec WWT-LRAC filtration water treatment system at the applicant’s facility located at 2008 New York Ave, Huntington Station, Huntington, Town, Suffolk County. The Department has made a tentative determination to issue a modified permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project.
