The Department has prepared
a Draft Permit and has made a tentative determination to
approve this application for an Air State Facility Permit pursuant to Article 19 (Air
Pollution Control) of the Environmental Conservation Law (ECL). The existing facility
involved in aerospace, engineering, program management and research and development
activities. This proposed permit will serve to replace the existing Title V permit will no
longer be required due to the removal and/or modification of various emission sources at
the facility. The facility has agreed to accept permit conditions that limit facility wide
emissions of oxides of nitrogen (NOx) at 22.5 tons per year. Records to demonstrate
compliance with this cap shall be maintained on site for at least five years. By accepting
these state and federally enforceable limits the facility will not be subject to the
provisions of the Title V operating program. The facility is located at 600 Grumman Road
West in the Hamlet of Bethpage, Town of Oyster Bay, Nassau County

The applicant proposes to
install 150 feet of stone rip-rap along the western shoreline of
East Creek. Installation of the rip-rap will result in the loss of approximately 1800 square
feet of tidal wetlands known as shoals and mudflats/littoral zone (SM/LZ). The applicant
also proposes to reconstruct 107 feet of bulkhead in-place, dredge within an existing boat
slip to a depth of -4 feet below mean low water and place 15 cubic yards dredge material
behind the bulkhead as backfill. The project is located at 505 East Drive, Copaigue, Town
of Babylon, Suffolk County, SCTM# 0100-184-2-32.
