Negative Declaration

Dutchess County - The Town of Poughkeepsie Planning Board, as lead agency, has determined that the proposed Young-Morse Historic Site (Locust Grove) Lot Line Revision will not have a significant adverse environmental impact. The action involves a lot line revision to transfer 1.02 +/- acres including historic trails to the main Historic Site parcel, from the rear of an adjacent residential parcel also owned by the Historic Site. No construction or disturbance is proposed. The site is zoned R-20 residential, and is located within the designated Coastal Area of the Town of Poughkeepsie. The project is located at 2683 South Road (Route 9), and 29 Greystone Lane.

Orange County The Town of Wawayanda Town Board, as lead agency, has determined that the proposed Adoption of a New Local Law Entitled "Stormwater Management and Erosion and Sediment Control" will not have a significant adverse environmental impact. The action involves adoption of a local law to comply with the requirements of the Federal Clean Water Act that result from the Town’s status as an MS4 community. The local law applies town-wide.

Orange County The Town of Wawayanda Town Board, as lead agency, has determined that the proposed Adoption of a Local Law amending the Town Zoning Law and creating "Workforce Housing" as an allowable use in the Town’s Inclusionary Housing (IH) Floating Zone, and providing detailed standards for the review and approval of proposed "Workforce Housing" projects will not have a significant adverse environmental impact. The action involves zoning amendment which would create a new use, "Workforce Housing," in the Town’s Inclusionary Housing (IH) floating zone. The IH Floating Zone was created by Town Local Law No. 3 of 2005, effective August 15, 2005. The IH Floating Zone and allowable uses in this Zone are, by terms of Local Law No. 3 of 2005, limited to areas of the Town served or planned to be served by municipal water and municipal sewer service, but not in the Manufacturing Industrial (M/I) Zone. This limitation is also contained in the proposed Local Law.

Positive Declaration And Public Scoping

Dutchess County - The Poughkeepsie Joint Library District, as lead agency, has determined that the proposed capital construction project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves (1) an addition to the existing Adriance Memorial Library, 93 Market Street in the City of Poughkeepsie, (tax parcel 6161-21-006971) and (2) construction of a new Library on the west side of South Road in the Town of Poughkeepsie, opposite Sharon Drive. (portion of Tax parcel 6061-04-905298). A draft scope is on file at the Adriance Library and the Arlington Branch, and a public scoping session will be held at the Mid-Hudson Library Auditorium, 105 Market Street, Poughkeepsie, at 7:00 p.m. on Wednesday, December 14, 2005, and will continue at the same location on Tuesday, December 20th at 8:00 p.m. Additionally, written scoping comments will be accepted until 4 pm on Friday, December 30, 2005, to be addressed to the contact person.

Orange County - The Town Board of the Town of Warwick, as lead agency, has determined that the proposed Adoption of Amendments to 1999 Comprehensive Plan and 2002 Zoning Law may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on January 26, 2005 at 6:30 p.m. to 8:00 p.m. at the Warwick Town Hall. The action involves adoption of a Comprehensive Plan amendment and implementing Zoning Law amendments to address an identified need for a priority growth center in the Route 94/Warwick Turnpike area of the Town of Warwick. The Plan amendments are being considered to provide an alternative form of pedestrian-oriented mixed-use development in the Town's main commercial area. This area is currently zoned for auto oriented commercial development in the form of Designed Shopping and Office and Industrial Park zoning districts. The project is located in the Town of Warwick.

Orange County - The Town of Wawayanda Town Board, as lead agency, has determined that the proposed Revision of Town Comprehensive Plan and Amendments to the Land Use Regulations may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the review and revision of the Town’s 2000 Comprehensive Plan and making any necessary amendments to the Town Zoning Law. Initial recommendations have been reviewed by the Town Board and the potential adverse environmental impacts of the revisions will be considered through the preparation of a Draft Generic Environmental Impact Statement. The Comprehensive Plan would apply town-wide.

Notice Of Acceptance of Draft EIS And Public Hearing

Rockland County - The Village of Montebello Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Weinberger Subdivision. A public hearing on the Draft EIS will be held on January 10, 2006 on or about 7:15 p.m. at the Village of Montebello Village Hall, One Montebello Road, Suffern, NY. Written comments on the DEIS will be accepted by the Planning Board for a minimum of 10 day after the close of the public hearing. The action involves a proposed subdivision of an 84.25-acre property into not more than 48 single-family lots. The lots will be served by United Water New York and Rockland County Sewer District No. 1. The project sponsor proposes to construct new roads to serve the lots and dedicate them to the Village of Montebello. Under standard zoning, the proposed lots will be not less than 50,000 square feet in area. The applicant has proposed, however, that cluster development be applied to the project. The Village Board has authorized the exploration and use of cluster development, but has not mandated same. Under the applicant’s cluster proposal, lots would range from 35,000 square feet to 64,000 square feet. The Planning Board will review the environmental impacts under both standard and cluster development. The project is located south of Grandview Avenue, east of the intersection of Spook Rock Road and Grandview Avenue. Property is described on the Town of Ramapo tax rolls as tax lots:

Notice Of Acceptance Of Final EIS

Dutchess County - The New York State Department of Environmental Conservation, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Nicholas F. Domain Sand & Gravel Company (Domain) proposal. The action involves Nicholas F. Domain Sand & Gravel Company (Domain) proposal to expand its current 41.7 acre sand and gravel mine to include an additional 11.5 acres located immediately west of the existing mine. In addition, a new dolostone quarry mining operation is proposed on 22.3 acres located immediately north of the existing sand and gravel mine. Operations at the quarry mine will include blasting, rock breaking equipment and a primary crusher for processing of material. Domain estimates that quarry operations will be approximately 40 to 50 years based upon projected reserves and subject to market demands and sales. Projected stone reserves are estimated to be three (3) million cubic yards and sand and gravel reserves are estimated to be 0.5 million cubic yards in the expansion area. The project is located immediately west of NYS Route 22 and south of West Duncan Hill Road, approximately 2.75 miles south of the hamlet of Dover Plains, Town of Dover, Dutchess County.
