Project Description:
The applicant proposes to install a new storm sewer along Beach 62nd Street and Thursby Avenue. The sewer route would begin at Rockaway Freeway and terminate with a proposed new outfall structure within Sommerville Basin at Thursby Avenue. The outfall was designed to handle stormwater flows associated with the Arverne Urban Renewal Area and unsewered areas within this portion of Queens. The 280 square foot outfall is proposed to be constructed within NYSDEC regulated Tidal Wetlands and will include a 240 square foot stone apron, 110 cubic yards of excavation, and the placement of 150 cubic yards clean fill. To mitigate for impacts to tidal wetlands and tidal wetlands adjacent area, a minimum of 15,000 square feet of vegetated intertidal marsh and 15,000 square feet of upland coastal grassland will be created. In addition, in order to facilitate construction, the applicant proposes to install and operate a temporary dewatering system with an estimated daily pumping rate of 1.9 million gallons per day. Discharges from the dewatering system will be directed to an existing 54 inch sanitary sewer.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYC Dept of Environmental Protection
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
