The Department has made
a tentative determination to modify an existing SPDES permit
to discharge up to 3.5 million gallons per day of treated municipal wastewater to the
Seneca River from the Village of Seneca Falls Wastewater Treatment Plant, located at
Seneca Street in the Village of Seneca Falls. The proposed modification is a change in
the Total Residual Chlorine limit from .25 mg/L to a calculated limit based on actual
flows of the Seneca River and the Wastewater Treatment Plant. This will allow the
facility to add chlorine at concentrations required to adequately disinfect the effluent and
maintain water quality standards. The draft permit is available for review and comment
at the Region 8 Office in Avon.

The Department has received an application
from Crowley Foods LLC, for an Initial Air
State Facility Permit, for operations at its Arkport Facility, located at 25 Hurlbut Street in
the Village of Arkport, Town of Hornellsville. Emission sources at the facility are two
25.2 million BTU per hour boilers. The Arkport Facility was previously registered,
capped by rule at less than half Major Stationary Source thresholds.
Crowley Foods proposes increased boiler
operation, which will result in sulfur dioxide
(SO2) emissions above the cap by rule level. Crowley Foods proposes to keep
emissions below the Major Stationary Source thresholds in 6 NYCRR Part 201-6 (Title
V), by limiting # 6 fuel oil use in any 12 month period to 600,000 gallons, sufficient to
restrict the facility potential to emit SO2 to less than 100 tons per year.
Since SO2 is the contaminant
emitted at the greatest rate, and is emitted at more than
twice the rate of volatile organic compounds (VOC), the fuel oil use limit will also restrict
facility potentials to emit oxides of nitrogen (NOX), carbon monoxide (CO), total
particulate matter (PM), and VOC to less than the Title V Major Stationary Source
thresholds of 100 tons per year each for CO, NOX, PM, and SO2, and 50 tons per
year
for VOC.
Compliance verification includes maintenance
of monthly fuel purchase records, 12
month rolling totals of fuel purchases, and a log of the sulfur content for each delivery of
fuel oil. Records are to be maintained for a minimum of five years, and are to be made
available with all supporting data to Department inspectors upon request.
