The Department has made a tentative decision to approve emission reduction credits (ERC’s) for the past emission reductions of oxides of nitrogen (N0x) and Volatile organic compounds (VOC’s) which were the result of the shutdown of the Owens-Brockway Glass Container Inc.; 504.51 tons of NOx and 1.33 tons of VOC ERCs. has been requested by the applicant. Emissions from unit E-10001 were not subject to 6 NYCRR 201 permitting; hence they were not considered reductions under this permit surrender. The applicant however my pursue certification of such reductions under 6 NYCRR Part 231-2.6(a)(7)(iv) which requires the applicant to submit a single source State Implementation Plan (SIP) revision for Department and EPA approval. In summary, as a result of the shutdown of the Owens-Brockway Glass Container Inc. Facility (specifically emission units U-00001, U-00002 and U-00003) the Department intends to certify 496 tons of N0x , and 0.8 tons of VOC ERC’s.
