Project Description:
The applicant proposes to stabilize an eroded road that leads to a barge loading dock, on their property in the Town of Catskill, Greene County.  Plans to stabilize the roadway, include the placement of approximately 1,800 cy of rip rap along 2,245 linear ft of existing roadway.  The project will fill 0.97 acres within the 100 ft buffer of a New York State Freshwater Wetland HS-101, of which 0.47 acres are on the shore of the hudson river.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to construct a 5,000 square foot Banquet hall with parking for 83 vehicles, covered drop off area and landscaped grounds with lighting in the adjacent area of FWW # SY-5. Project will create approx 45,000 square feet of impervious surface and include a   2,000 gallon per day  sub-surface discharge septic system outside of the wetland adjacent area.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
