The Department has made
a tentative determination to approve this application for a new
SPDES permit # NY-0271047 for Senior Horizons at Wurtsboro, an affordable senior
housing complex consisting of 49 units with a total of 63 bedroom to be located on
Sullivan Street in Wurtsboro, to discharge up to 8200 gallons of tertiary treated
wastewater per day to an unnamed tributary to Willsey Brook (Water Index # D-1-12-23-1; Class
B(t)). A draft SPDES permit with DEC proposed effluent limits and monitoring
requirements is available for review at the DEC Region 3 headquarters in New Paltz. The
permittee will be required to maintain records and report data to verify compliance with
the SPDES permit conditions and discharge limits.
The applicant also proposes
disturbance to over 350 linear feet of the Class B(t) tributary
of Willsey Brook. Construction of the sanitary system outfall and the overflow outlet for
a stormwater detention pond will require placement of approximately 45 linear feet of
riprap along the stream. An approximately 310 linear foot retaining wall is proposed to
allow for adequate vehicle access to the site.

The applicant, Queen City Recycling Center,
Inc., has applied for a Part 360 Solid Waste
Management Facility permit to construct and operate a 300 cubic yard-per-day (equal to 75 tons-per-day)
Construction & Demolition Debris (C&D) processing facility. Queen City proposes to
build a 6,600 square foot building on two adjoining parcels totaling 20,550 sq. ft, and to pave
the remaining areas outside the building for parking. Construction and demolition debris would
be brought to the site 1n roll-off-box trucks for processing and shipped off the site in long-haul
trailers for reuse or disposal. Reusable materials such as metals will be picked out for resale.
Unusable material will be trucked to a landfill or other off-site disposal facility. All unloading,
processing and reloading would take place inside the building.
The
Queen City Recycling Center’s C&D Processing facility would be located at 19 Cliff
Street, neat its intersection with Main Street, in the City of New Rochelle, Westchester County
NY.
