coverage allowed, the applicant is proposing to cover 41% of the parcel with structures.
The applicant has proposed tidal wetlands restoration work along the shoreline and site

The Department has prepared
a Draft Permit pursuant to Article 19 (Air Pollution
Control) of the NYS Environmental Conservation Law (ECL), and has made a tentative
determination to approve this application for modification of the Air State Facility permit
and establishment of emission reduction credits (ERCs) for the applicant's existing
printing and surface coating facility.
The emission reduction credits
(ERCs) are for past reductions of emissions which
resulted from the removal of a 4 color and 6 color press previously operated at the
facility. With the surrender of their Title V permit and the proposed modifications to their
State Facility Permit, the applicant has established emission reduction credits of 5.65 tons
per year of Volatile Organic Compounds (VOC) for removal of a 6 color press and 7.5
tons per year of (VOC) for removal of a 4 color press; for a total ERC of 13.15 tons of
VOC’s. These reductions have been established in accordance with 6 NYCRR Part
231,
“New Source Review in Nonattainment Areas.”
The applicant had also applied
for 9.6 tons of VOC ERC’s associated with the removal of
a 2 color press; which has been denied by the Department since the 2 color press was not
included in any previously approved permit or certificate to operate issued by the
Department. Also; the applications for the 4 and 6 color presses requested twice the
actual emission reductions due to a mathematical error.
This has been corrected
and is reflected in the above proposed emission reduction credits
of 13.15 tons of VOC’s. Of this 13.15 tons, 25% or 3.29 tons will be retained
by the
Department for use in demonstrating compliance with the National Ambient Air Quality
Standard for ozone in accordance with Part 231-2 ; the remaining 9.86 tons is available to
the facility owner and may be sold, traded or otherwise used. The application and
supporting documentation are available for review at the NYSDEC Region 1 office. The
facility is located at 22 Arkay Drive in the Hamlet of Hauppauge, Town of Smithown,
Suffolk County.

construct a 125 foot retaining wall at the toe of a bluff with a 7
foot and a 15 foot return and place 175 cubic yards of sand to backfill the wall and
regrade the bluff which shall also be planted/stabilized with native vegetation. The
applicant also proposes to construct a 3' x 53' stairway over the bluff and a 3' x 5' platform
and a 10' x 30' deck at the bottom of the stairs landward of the wall.An earthen berm shall
be installed at the crest of the bluff to prevent sheet flow erosion of the bluff face. The
