The applicant proposes to
construct a waste materials processing facility at 615 Main St.
that will process 100 tons per day of municipal wastewater treatment plant biosolids and
100 tons per day of municipal solid waste to produce 97 tons per day of compost material.
Processing will occur in an existing building that contains biosolids digesters and a new
94,500 sq. ft. building that will house a rotary drum digester. All processed material will
be stored indoors during the 55 day composting process and the air from the building will
pass through a biofilter containing wood chips prior to being exhausted. Non-processable
solid waste will be sorted and disposed of at a permitted solid waste facility. The final
product will be used as an agricultural soil amendment. The Department has prepared a
draft Air State Facility permit for the emissions from the facility and a Solid Waste
Management Facility permit will also be required.

No impact to the actual wetland will occur. The project is located on the west side of
Northern Pines Road, opposite Lonesome Pine Trail, Town of Wilton.

Department of Environmental Conservation (DEC) has received an application to
re-issue/re-new the
following pre-existing Private/Commercial/Institutional State
Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a
tentative determination to re-issue/re-new this pre-existing permit for a five year term
with updated regulatory requirements and maintaining current effluent limitations and
monitoring and reporting requirements. This permit involves the surface discharge
through a sand filter of up to 14,000 gallons per day of treated sanitary waste to Mud
Creek.
Additional
information on this permit may be requested from or inspected at the
NYSDEC Central Office in Albany. Substantive comments must be submitted in writing
to the contact person. To be called substantive, 6 NYCRR Part 621.7 requires public
comments "explain the basis of opposition and explain specific grounds..." for
opposition.
