The Department has made a tentative determination to approve an application for an existing academic institution associated with the City University of New York. The facility operates three boilers with a capacity of 33.8 mmBtu/hr each that provide heat and hot water to the campus. The boilers are equipped with dual fuel burners capable of firing natural gas or no. 2 fuel oil. The facility operates two gasoline dispensing sites. The facility is a potential major source of nitrogen oxides (NOx) and proposes to cap out of Title V applicability by limiting facility-wide emissions of NOx to 22.5 tpy. The facility is subject to the provision of State Facility specified under 6 NYCRR Part 201-7.2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. All wood coatings used comply with Part 228.8, Table 2 VOC content limits. The applicant is seeking to cap the potential to emit of the facility VOC emissions to 45,000 lb/yr.
