Project Description:
The Department has made a tentative determination to approve an application for an existing academic institution associated with the City University of New York. The facility operates three boilers with a capacity of 33.8 mmBtu/hr each that provide heat and hot water to the campus. The boilers are equipped with dual fuel burners capable of firing natural gas or no. 2 fuel oil. The facility operates two gasoline dispensing sites. The facility is a potential major source of nitrogen oxides (NOx) and proposes to cap out of Title V applicability by limiting facility-wide emissions of NOx to 22.5 tpy. The facility is subject to the provision of State Facility specified under 6 NYCRR Part 201-7.2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.



State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Dec 30 2005.

All wood coatings used comply with Part 228.8, Table 2 VOC content limits. The applicant is seeking to cap the potential to emit of the facility VOC emissions to 45,000 lb/yr.
