ENB Region 1 Completed Applications 11/30/2005

The Department has prepared a Draft Permit and has made a tentative determination to approve this application for modification of an existing Air State Facility permit.  The modification allows the addition of five additional storage tanks for a total of  nine tanks in permitted service.  Both the new tanks and existing tanks are utilizing systems to reduce the emission of volatile organic compounds.  The modified permit also incorporates the changes that enabled the issuance of emission reduction credits to the facility that were first granted in 1996. The facility is located east of Belle Meade Rd., south of Upper Sheep Pasture Rd. in the hamlet of East Setauket, Suffolk County.

The applicant proposes to construct a dwelling and driveway within 10 feet of regulated freshwater wetland #BW-2, known as Deer Lake.  Clearing and ground disturbance is proposed within 0 feet of this freshwater wetland.  The project site is located on Kime Avenue in West Islip, SCTM #0500-135-1-3.

The applicant proposes to dredge Murphy's Cove (a/k/a Romana Lagoon) to a depth of four feet below apparent low water. The resultant 1,500 cubic yards of spoil will either be hydraulically pumped to an upland diked spoil site belonging to Tiana Shores Association or barged off-site and placed at an appropriate upland location. The applicant also proposes rebrushing of the existing brush jetty at the mouth of the lagoon. The facility is located at Romana Drive, Hampton Bays, Southampton Town, Suffolk County.
