This Department has received
a request for a State Facility Permit operate air pollution
sources and has drafted pursuant to Article 19 (Air Pollution Control) of the
Environmental Conservation Law, a State Facility Permit, for the facility entitled
"Granny's Kitchens LTD", Village of Frankfort in Herkimer County in New York State.
Granny's Kitchens is a commercial
bakery that specializes in doughnut production. This
firm utilizes:
1) Four fryers that use
the "straight dough process" that leavens the dough with yeast,
these are permitted under 6 NYCRR 201-5. This process yields ethanol, a VOC, @ a rate
of 0.5 # of ethanol per 1000 # of dough fried.
2) Three fryers that raise
dough without yeast "cake process", these fryers are trivial via 6
NYCRR 201-3.3(c)(17).
3) Two flour silos that
are exempt via 6 NYCRR 201-3.2(c)(10). Each silo exhausts to its
own baghouse. These baghouses (FS1 & FS2) require a routine operation and
maintenance plan and a sanitation plan.
4) A 120,000 BTU/hr gas-fired
space heater, exempt via 6 NYCRR 201-3.2(c)(1).
5) A 5.23 MMBTU/hr Johnston
Boiler, exempt via 6 NYCRR 201-3.2(c)(1).
6) A Remote Reservoir Degreasing
Unit in their maintenance shop. Safety-Kleen
maintains this unit and makes a "waste evaporation report" available. Opening size is
18"x36", drain size is 8" circular, uses <3 gal/day of solvent, reservoir capacity
is 25 gals.
This unit is exempt via 6 NYCRR 201-3.2(c)(39)(i).
The draft permit with conditions
is available for review in the Region 6 NYS DEC offices
in Utica and Watertown, New York.

a tentative determination to approve this application for a
SPDES permit to discharge approximately 3000 GPD of treated filter backwash water to
the St. Lawrence River. The discharge is to a stormwater ditch leading to the river from
an expanded existing water treatment plant located in the Town of Louisville. The
expansion at the water treatment plant is to supply potable water to Louisville Water
District 2.
The Department has also
made a tentative determination to approve a water supply permit
application for the increase taking of 90,000 GPD from the St. Lawrence River and
increase the water treatment plant capacity from 120,000 GPD to 210,000 GPD of potable
water to supply Louisville Water District 2.

The Department has made
a tentative determination to approve a water supply permit
application for Louisville Water District 2 in the Town of Louisville, St. Lawrence
County. They propose to take 90,000 GPD from Louisville Water District 1, install
29,000 LF of 8" and 17,000 LF of 10" DIP distribution piping and a water standpipe.
Included is a permit application for excavation and fill in navigable waters for the drilling
under a portion of the St. Lawrence River, parallel to Wilson Hill Road, to install a 10"
water main.
